Sub: Amendment of constitution of Users’ Consultative
Committee. ”
After adoption of Proclamation on the Full Participation and Equality of
People with Disabilities in the Asian and Pacific Region in the meeting held in
Beijing in 1992, Ministry of Law, Justice and Company Affairs, Government of
India, have enacted the “Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995, Further, a representation
has been received from handicapped associations for giving nomination to their
representatives on Rail Users’ Consultative Committees, ः
Accordingly, the matter has been reviewed in this Office and it has been
decided that in the composition of DRUCC, representation will be given to one of
the Handicapped Associations. The nomination of the Handicapped Association
will be done by General Manager on the lines of giving representation to
Consumer Protection Organisations, Passenger Associations, Chambers of
Commerce and Industry, etc.

विषय :- उपयोगकर्ता परामर्श समिति के संविधान में संशोधन,
वर्ष 1992 में बीजिंग में हुई बैठक में एशियाई तथा पैसिफ़िक क्षेत्र में अशक्त लोगों की
संपूर्ण भागीदारी तथा समानता संबंधी घोषणा-पत्र के अपनाए जाने के बाद विधि, न्याय एवं
कंपनी मामले मंत्रालय, भारत सरकार ने निःशक्त व्यक्ति (समान अवसर, अधिकार संरक्षण
और पूर्ण भागीदारी) अधिनियम, 1995 कानून बनाया है. इसके अलावा, रेल उपयोगकर्ता
परामर्श समिति पर अपने प्रतिनिधियों का नामांकन करने के लिए विकलांग संघों से एक
अभ्यावेदन प्राप्त हुआ है.
TATA, इस कायलिय में इस मामले की पुनरीक्षा की गई है और यह विनिश्चय किया
गया है कि मंडल रेल उपयोगकर्ता परामर्श समिति के संघटन में विकलांग संघों के एक व्यक्ति
की प्रतिनिधित्व दिया जाए. विकलांग संघ का नामांकन महाप्रबंधक द्वारा उपभोक्ता संरक्षण
संगठनों, यात्री संघों, चेम्बर आफ कॉमर्स और इंडस्ट्री के समान किया जाएगा.
