भारत सरकार GOVERNMENT OF INDIA
रेल मंत्रालय MINISTRY OF RAILWAYS
(रेलवे बोर्ड RAILWAY BOARD)

No. 2024/Catering/631/11 New Delhi, Dated: 2७ .09.2024

Principal Chief Commercial Managers,
All Zonal Railways.

Sub:- Supervision and monitoring of Minor Static Catering Units.

As per extant Catering Policy, Zonal Railways have been managing catering services through

minor static units at stations. A number of complaints related to these units are being reported

on the RailMadad portal. Most of these complaints are on account of overcharging, food
quality, quantity, non-availability of food/water, misbehaviour, etc. This has been viewed very
seriously in Board’s office. The following measures need to be implemented by Zonal

Railways:

e To ensure compliance of Food Safety Norms, mandatory FSSAI certification of each
catering unit should be complied with.

e In order to ensure that PAD items are not sold above the Maximum Retail Price (MRP),
following awareness campaigns should be ensured:

> MRP onall products- "No MRP, the license get cancelled".
> “No Bill- The food is for FREE”.

e Zonal Railways should ensure adequate availability of Rail Neer Packaged Drinking Water
bottles at all the mandatory stations and approved PDW bottles at non-mandatory stations.
Instructions issued vide Board’s letter no. 2015/TG-II/631/8 dated 12.02.2016 & CC
23/2019 should be followed in this regard.

© Police verification for 100% of the staff being engaged over IR should be mandatory before
their employment to know the antecedents of the respective staff. Medical Certification of
the staff being engaged should also be ensured.

e Regular and live monitoring of complaints in Rail Madad should be done on a daily basis.

e Regular and surprise inspections should be conducted by Railway officials. Emphasis during
these inspections should be on corrective actions to prevent passenger complaints and
improve the quality of food and services to passengers. Urgent corrective measures should
be taken for rectifying deficiencies noted during these inspections/drives.

e Random feedback from passengers about catering services should be taken during these
inspections.

e Extant provisions regarding hygiene, cleanliness and waste management over minor static
catering units should also be ensured. 3
