PAY & ALLOWANCES
e PAY

@ Pay has been defined in Para 1303 of IREC —Vol.II (Chapter-13)
@ Pay means the monthly amount drawn by the Railway servant as:
e@ The pay which has been sanctioned for the post held by him/her.
e Overseas pay, special pay and personal pay
e@ Any other emoluments which may be specially classified as pay by the
President.

e According to 6" CPC the pay constitute basic pay which in the revised pay structure
means pay drawn in the prescribed pay band + grade pay

e According to 7" CPC, the pay means pay drawn in Prescribed Level in the Pay Matrix

e Different kinds of Pay
= Average Pay
=" Officiating Pay
= Overseas Pay
=" Personal Pay
= Presumptive Pay

= Substantive Pay
= Special Pay

e Average pay means the average monthly pay earned during the
12 completed months immediately proceeding the month in
which the event occurs which necessitates the calculation of
average pay.

e Officiating pay means the difference between the pay that a
railway servant is entitled to draw by virtue of his being put to
officiate in a post on which another person holds a lien and his
substantive pay.

e Overseas pay means pay granted to a railway servant in
consideration of the fact that he is serving in a country other than
the country of his domicile

e Personal Pay means additional pay granted to a railway servant

o A) to save him from loss of substantive pay in respect of a
permanent post other than a tenure post due to a revision
of pay or to any reduction of such substantive pay
otherwise than as disciplinary measure or

o B) in exceptional circumstances on other personal
consideration.

e Presumptive pay means the pay a railway servant would be
entitled had he been holding some other post substantively and
performing duties of that post, but it doesn’t include Special Pay
attached to such post unless he performed such special duty
attached to the special pay

e Substantive pay means the pay other than special pay, personal
pay or emoluments, classified as pay, by the President, to which,
a Railway servant is entitled to, on account of a post to which
he/she has been appointed substantively.

e Special Pay is an addition of the nature of pay to the emoluments
of a post or of a Railway servant, granted in consideration of:-
e a. Specially arduous nature of duties or
eb. Specific addition to the work of

e responsibility OR

c. The un-healthiness of the locality in which
° the work is performed. It includes non-
° practicing allowances granted to a Railway
° Doctor.
