Chapter VII GENERALCLASSIFICATION OF GOODS. | | | --- | | ~~701(1) The General Classification shown in Chapter I of Goods Tariff Part I vol.II shows the class in which each commodity is placed when moving either as smalls or as wagon loads .In respect of certain commodities which have been assigned a train load class , the train load class is also shown.~~ | Rule 701 (1) stands modified –vide C.S 10 of 15-11-93 all references to ‘smalls’ were changed as LWL( Less than WagonLoad) and totally dropped vide C.S. 77 of 14-06-94. Further,vide R**C 17 of 2005,Chapter VII of GT 41 Part I and Volume II of GT (**Goods Tariff Part I vol.II)were rationalised; and integrated. In the result, some paras of Chapter Vii stand superseded and redundant . Para 3.11 of RC 17 / 2005 stated -“Only Trainload classes were notified in Goods Tariff Pt.i**vol.II**. The wagon load class in all cases will be one stage higher than the notified trainload class of the commodity. However the train load class and wagon load class will be the same for the commodities placed in the highest class 240”. The current GT 49 Part I vol.II in force from 01-11-2018, vide RC 19 /2018, para 5.0 ( revised vide RC 9 of 2021 EF 15-04-2021) stipulates- “Only Trainload classification of commodities has been indicated in the Goods tariff .The classification of wagon load movement of commodities will be as under | | | | --- | --- | | Trainload class | Wagonload class | | As applicable | TL class +10% | There shall be no change in Base freight table of class 145 A ( trainload) and class 145B (wagonload)” [applicable for Coal/coke from 01-04-2015 vide RC 8 of 2015] | | | --- | | **~~701 (2) (a~~**~~) Certain articles have been arranged into divisions distinguished by letters of the alphabet and certain other into groups indexed to a main-head to which they belong under the words “Includes” or “AS under” .They are also entered in their position in alphabetical order in the classification .The items indexed to a main head under the words “Includes” do not necessarily exhaust the definition of the mainhead but items indexed to a mainhead under the words “As under” must be considered exhaustive.~~ **~~(b)~~** ~~In the “Articles” column references are made to main heads for the purpose of facilitating the quotation of special rates and are printed in brackets preceded by the word ‘as’-e.g. Barley (as Grain and Pulses –Division ‘B’).This is intended to convey that except where otherwise stated, all special rates quoted for “Grains and Pulses-Division-B” are applicable to ‘Barley”~~ **~~( c)~~** ~~For other articles a remark is given in brackets preceded by the word “see” and this is simply explanatory of their nomenclature ,e.g. Acetane, amyl ( see Amyl Acetane).~~ **~~701 (3)~~**~~:Synonyms ,trade proprietary and local names of articles and the classified heading under which they are chargeable are shown in Chapter II of GT Part I volume II.~~ **~~701 (4~~**~~): where a lower class is quoted for minimum wagon loads , the lower charge will apply to the full quantity loaded in each wagon, subject to the minimum weight for charge ,any remnant of the consignment being chargeable at the higher class or as for a minimum wagonload at the lower class ,whichever is less .~~ ~~701 (5) Weight for charge for timber and other commodities in the absence of weighment facilities – In case weighment particulars are not available for any reason or it is not possible to acertain the weight of consignment by any other method such as measurement, charges should be retained on the sender’s weight or prescribed minimum weight ,whichever is higher.~~ | *Rules 701 (2) (3) (4)&(5) have become obsolete. Now all the commodities have been given numerical codes. Rly.Board ltr No. TCR/1078/2022/TT /HSN code /3415228 dt 11-01-2023 stipulates that HSN ( Harmonized system of Nomenclature ) codes* ***must*** *be fed in to TMS at the time of registering indent in TMS/FOIS.
