IRCA AND ITS FUNCTIONS 
 
HISTORY OF IRCA 
(i) Set up in the year 1903 when the majority of the Indian Railways were managed by 
companies incorporated in England.  It became essential to have a Central 
Organization to frame rules and regulations for Traffic Interchanged between the 
various Private Railways. 
(ii) To act as a Consultative Committee and as a Board of Arbitration. 
(iii) The IRCA was divested of many of its functions from 1 st April 1952 and reorganized 
to deal with the reduced function after the major company managed Railways and 
Railways previously owned by the Indian States were taken over by the Government 
and their management was put under the single  authority of the Railway Board. 
Functions of IRCA 
Article 3 of chapter  1’ Fundamental  Rules of  the Indian Railway Conference Association’ lays  
down the  functions of IRCA as under: 
1. To frame rules for the management of traffic  interchanged between railways: 
2. To act as Board of re-conciliation 
3. To maintain records of wagons interchange, Broad gauge and Meter gauge separately 
between Indian railways as well as between Indian railways and Railways in Pakistan and 
Bangladesh as directed by Railway Board. 
4. To conduct the Neutral Control  of examination  of Broad gauge and meter gauge  on 
interchange  junctions and other points. 
5. To advise on other subjects relating to railways which may be referred to it; and 
6. To carry out such other functions as may, from time to time, be assigned to it; 
Functions of Tariff Section of IRCA 
1. Publication  & Distribution of  Rules Books  pertaining to Coaching, Goods, Military & Red 
Tariff 
2. Publication   & Distribution of fare and freight tables pertaining to coaching & Goods 
3. Issue of correction slips to all IRCA publications 
4. Distribution of railway maps. 
5. Allotment of Alpha codes(To stations, Sidings, cabins, PRS, CBA & OA etc.,) 
6. Organize commercial Committee meetings. 
7. Arbitration cases referred to IRCA.

THEORY OF RATES STRUCTURE 
Introduction:-

finished products, perishable, goods loose or in bulk and in bags, articles of high and low value,
