To stream-line and expedite this process, the following Procedure is proposed:

‘ issues pertaining to PCETs and RMTs will be looked into by a Standing ommittee consisting of CCM/EM and CPTM of the concerned Zonal Railway.

At Railway Board level, these issues will be looked into by a Standing

Committee consisting of Director (Freight Marketing) and Director

(Punctuality).

Procedure regarding Proposals for new PCETs and RMTs:

1. The Standing Committee of the zone proposing running of a new PCET or RMT shall initiate the proposal after considering all relevant issues pertaining to that Zonal Railway.

2. After getting the approval of the Competent Authority, the proposal shall be forwarded to the destination Zonal Railway and all en-route Zonal Railways. The Standing Committees of en-route/destination Zonal Railways shall examine the proposal न and the decision regarding the acceptance of the proposal, or otherwise, shall be communicated to the originating Railway within seven days of receipt of the proposal. If no communication is received within seven days, the originating Railway shall deem It as acceptance from that zonal Railway.

4. In case the concerned Zonal railway does not accept the proposal, the Standing Committee of the proposing Rallway shall co-ordinate with the Standing Committee of the cone erned Railway and will try to reach ata mutually agreed solution Clear ‘No Objection Certificates (NOCs) shall be obtained from an Oe

procedure to ensure smooth running of PCETs and RMTS: .

1. After the PCET and RMT becomes operational subsequent to completion of all commercial and other formalities, the Standing Committee of the proposing Railway shall continue to keep a watch on its regular running as per the time- table. Any hindrance to its smooth running, either operational or due to any other reason, shall be brought to the notice of the Standing Committee of the concerned Zonal Railway, which will ensure proper remedial action.

2. Issues beyond the competence of the Standing Committee shall be brought to the notice of concerned PCCM and PCOM, who will take cognizance of the matter for

appropriate action.
