Sub:- Selection for filling up of Ex Cadre Tenure posts of Chief Vigilance Inspectors/
Vigilance Inspectors in Pay Matrix Level -7 (GP 4600) of Traffic/Commercial/RPF
department at Vigilance office, Headquarter office, Churchgate.

1. Selection
In order to fill up ex-cadre posts of Chief Vigilance Inspector in Pay matrix level 7 in Vigilance
department, Headquarter office, Western Railway Churchgate, Mumbai, it has been decided to
hold a selection for forming a panel of 03(three) candidates in Traffic/Commercial/RPF
department.
2. No. of Vacancies - 03 (Three)
3. Reservation of Vacancies:-
The posts of CVIs/VIs being Ex. cadre tenure posts, there is no provision for reservation of
vacancies for employees of reserved category. However, the employees belonging to reserved
category may be encouraged to apply.
4. Eligibility:-
a) The staff holding any of the post given in eligibility list at para-5 working in Traffic/
Commercial/RPF department in Pay Matrix- 7 or one level below i.e. in level 6 on regular basis
are eligible. He should have completed at least 7 years in Level 6 or above.
Staff working in Level 8 and Level 9 of pay matrix are also eligible to apply for the post.
However the staff selected for the post of CVI/VI will be transferred to Vigilance office along
with the post of Level 8/9 and the element of post in Level 7 in Vigilance office will be
transferred to the lien unit if needed.
b) The posts of Vigilance Inspector being ex-cadre tenure post, the employees found suitable will
be posted as CVI/VI in the same scale of pay held by them at HQ/CCG. The normal tenure of the
post is three years which could be extended for a further period of two years only on the
basis of performance. On completion of the tenure, the staff would be repatriated to the
respective parent cadre on the railway where he holds lien. However the staff selected for the
post could be repatriated at any time on or before completion of tenure.
c) He should not have exceeded 55 years of age.

d) After transfer of an official from Vigilance unit, irrespective of the period for which he has
served there, he should undergo a cooling period of at least two years before being
considered for posting in vigilance unit again, if necessary.
e) He should be willing to perform arduous duties.
f) Staff should have proven integrity. Vigilance history and reputation of the official should be
checked minutely. He should not be figuring in any current vigilance/SPE/DAR case and should
not have been imposed any major/minor penalty in any past vigilance/CBI case at any time.
g) However, applications in the following situations will also be considered for the post of Vigilance
Inspectors as per the provisions of Paras 821.1 of IRVM, 2018.
I.
Where a person was issued a major / minor penalty Charge-sheet in a vigilance case but was
subsequently exonerated at a later stage in consultation with Vigilance.
II.
Where a staff who was issued verbal / recorded warning or counseling in a vigilance case.
III.
Where a staff was issued verbal / recorded warning or counseling in a vigilance case and at
a subsequent stage was exonerated in consultation with Vigilance.
