' The Government of India have had under consideration the question of reviewing the principles and procedure’ for making
- appointments to the post of General Managers and equivalent “under the Department of Railways, Government have actordingly sanctia@ned the Scheme, as annexed for the purpose, in ~ replacement of the Scheme earlier notified as Resolution of the Government of India, of even number dated Sth September, 1984,
The: objective of the Scheme is to lay down clear guidelines for selection of officers from amongst the various Railway services for appointment to posts of General Managers and equivalent in the Indian Railways, so as to provide equitable opportunities for the members of the various services and to ensure that these posts are manned by persons of proven ability and competence, having due regard to the spetific requirement of each post, for the smooth and efficient running of the Railway system.
ORDER: ‘Ordered that a copy of the Resolution be circulated : among the members.of various Group ‘A‘' Railway Services.
Ordered also that the Resolution be published in the Gazette

SCHEME FOR MAKING APPOINTMENTS TO POSTS OF GENERAL MANAGERS AND. EQUIVALENT IN RHE RAILWAYS
भ Title The Seheme. shall be called the Scheme for —
appointment to the posts of General Managers and
equivalent in the Indian Railways, -

The Scheme shall come into force with
effect from the {6th July, 1986.
Applicability
The Scheme shall be applicable to the posts .
of General Managers and equivalent in the scale of
Rs. 3000-3500 as listed in Appendix-I.
4.
Method
4,1 A panel of names for consideration for appoint-
ment to the posts listed in Appendix-I shall be
_ prepared by a Selection Committee set up in accordance
with para $ of the Scheme. For this purpose the Selection Committee shall consider -eparately on merits all eligible officers #f each of the Railway Séxvice } listed in Appendix-II, in the order of their seniority in the respective service and prepare a panel ae | officers considered suitable in all respects, for appointment to the posts of General Manager and
equivalent. The Selection Committees may also recommend

the specific type/types of assignments for which — a particular officer mentioned in the panel may be
considered suitable,
4,2 The panel as prepared by the Selection Conmittes
shall be submitted for the approval wf the Appointments
Committee of the Gabinet and on its approval will
constitute the Select Last for appointment to the
vacancies of the posts of General Managers and
equivalent listed in Appendix I,
4.3 On every occasion on which appointment is required to be made to any particular vacanocy/vacancies amongst the posts of General Managers and equivalent listed in Appendix+-I, the Railway Board shall, keeping in mind the specific requirement(#), if any, of the post(s) to be filled Up, process the case for oitaining the approval of the Appointments हि किम of the Cabinet fcr appointment of person/persons teint adiaal in the
Select List, to such post/posts,
Selection Committee
The Selection Committee shall consist of Chairman
(Railway Board) as Chairman and Secretary to the Govt.
of India in the Department of Personnel & Training and
a Member of the Railway Board to be nominated by the
Cabinet Secretary by rotation each year, as Members.
