नियम 1 संक्षिप्त नाम - (1) इन नियमों का संक्षिप्त नाम रेल सेवा (आचरण) नियम, 1966 है (ये नियम सभी समूह के रेल
Rule 1 सेवकों पर लागू होगें ).
Short title - (1) These rules may be called the Railway Services (Conduct) Rules , 1966. (These
rules will be applicable to all railway servants.)
(2) ये तुरन्त लागू होंगे ।
(2) They shall come into force at once.
नियम 2. परिभाषाएं - Definition
Rule 2. (क) सरकार की परिभाषा. (a) Definition of Government.
(ख) रेल सेवक की परिभाषा. (b) Definition of Railway Servant.
(ग) Hata (परिवार) के सदस्य की परिभाषा . (८). Definition of family in relation to a railway servant.
नियम 3. साधारण General,- सभी रेल कर्मचारी (सेवक) हर समय -
Rule 3. उपनियम (1) sub-rule(1) Every railway servant shall at all times -

पूर्ण ईमानदारी बनाए रखेंगे; + maintain absolute inte grity;

खंड clause (ii)

कार्य के प्रति निष्ठा बनाए रखेंगे; और maintain devotion to duty;

खंड clause (iii)

YS clause (iv)

ऐसा कुछ नहीं करेंगे जो किसी रेल कर्मचारी के लिए अशोभनीय हो;

do nothing which is unbecoming of a railway servant;

संविधान की सर्वोच्चता और लोकतांत्रिक मूल्यों के प्रति वचनबद्ध रहेगा ; commit himself

to and uphold the supremacy of the Constitution and democratic values;

खंड clause (४)

भारत की संप्रभुता और अखंडता, राष्ट्र, सार्वजनिक व्यवस्था,शिष्टता एवं नैतिकता की रक्षा करेगा
एवं उसकी मर्यादा को बनाए रखेगा; defend and upheld the sovereignty and integrity

of India, the security of the State, public order, decency and morality;

WS clause (vi)

उच्च नैतिक मानकों और ईमानदारी को बनाए रखेगा; maintain high ethical standards
and honesty ;

खंड clause( vii )

राजनीतिक तटस्थता बनाए रखेगा; maintain political neutrality ;

Ws clause( viil )

कर्तव्यों के निर्वहन में योग्यता,ईमानदारी और निष्पक्षता के सिद्धांतों को बढावा देगा; promote

the principles of merit, fairness and impartiality in the discharge of duties ;

VS clause (ix )

जवाबदेही और पारदर्शिता बनाए रखेगा; maintain accountability and transparency;

खंड clause (x)

जनता, विशेषतः कमजोर वर्गों के प्रति अनुक्रियाशील बना रहेगा;

maintain responsiveness to the public, particularly to the weaker section;

खंड clause (xi) | जनता के साथ शिष्ट अं र्‌ स्दुव्यवहार बनाए रखेगा; maintain courtesy and good

behaviour with the public;

YS clause (xii)

केवल लोकहित में निर्णय लेगा, सार्वजनिक संसाधनों का उपयोग कार्यकुशलता और प्रभावी ढंग से
तथा मितव्ययिता से करेगा और करवाएगा; take decisions solely in public interest and

use or cause to use public resources efficiently, effectively and economically ;

ds clause( xiii )

अपने सार्वजनिक कर्त्तव्यों से जुड़े किसी निजी हित को प्रकट करेगा एवं किसी अंतर्विरोध का
समाधान करने के लिए ऐसे कदम उठाएगा जिससे लोक हित की रक्षा होती हो; declare any
private interests relating to his public duties and take steps to resolve any

conflicts in a way that protects the public interest;

Ws clause( xiv )

किसी व्यक्ति अथवा संगठन से किसी प्रकार का वित्तीय अथवा अन्य प्रकार का आभार स्वीकार
नहीं करेगा जिससे सरकारी कार्य का निष्पादन प्रभावित हो; not place himself under any
financial or other obligations to any individual or organization which may

influence him in the performance of his official duties ;

Sciause (xv) | रेल सेवक के रुप में अपने पद का दुरुपयोग नहीं करेगा और न ही स्वयं के लिए, अपने परिवार
के लिए या मित्रों के लिए वित्तीय अथवा भैतिक संसाधन के रुप में लाभ प्राप्त करने के लिए कोई
निर्णय लेगा; not misuse his position as railway servant and not take decisions
in order to derive financial or material benefits for himself, his family or

his friends;

WSclause(xvi) | फेवल योग्यता के आधार पर निर्वचन करेगा, निर्णय लेगा और सिफारिश करेगा;

make choices, take decisions and make recommendations on merit alone;

WS clause(xvii) | ईमानदारी एवं निष्पक्षता से कार्य करेगा एवं किसी के प्रति विशेषकर समाज के गरीब एवं
सुविधाओं से वंचित ait के प्रति भेदभाव नहीं करेगा; act with fairness and impartiality

and not discriminate against anyone, particularly the poor and the under

privileged s
