Ref : SC Raihwav's letter No, A/EG/OS5/AK/38 dated 11.08.2004.

SC Railway vide their letter under reference have sought clarification as to how to regulate the Charge Allowance in case of a Railway officer who is imposed with a penalty of reduction in pay by one stage in time scale. SC Railway have mentioned that while reducing the pay by one stage in time scale. the pay of the officer gets reduced by one increment and whether in such situation the officer becomes entitled to Charge Allowance at the appropriate rate of his reduced pay or continue to remain the same without any

variation with change in pav.

The matter has been examined in the Board's office in consultation with the Pay Commission and Finance Directorate of the Ministry of Railways. It has been decided that that Charge Allowance of an officer which he was drawing before imposition of penalty of reduction in pay should not undergo anv change. In other words. Charge Allowance should not be drawn at the appropriate rate of reduced pay and the Charge Allowance which an officer was drawing before imposition of penalty of reduction in pay should not be enhanced.
