ReductioninCasualLeaveentitlementontherecommendationoftheVth-AmendmenttoMaster CircularNo.15 AttentionisinvitedtoinstructionscontainedinBoard' sletterNo. E(G)98LE1-1dated20.2.1998 (RBE44/98) ontheabovesubjecteffectingreductioninthecasualleaveentitlementofRailwayemployeesasperthe recommendationsoftheVthCentralPayCommission as absentfrom duty,andhispayisnotintermitted.Casualleave,however,mustnotbegivensoastocause
1 MASTERCIRCULAR MasterCircularNo.15 CasualLeave. TheinstructionsissuedbytheRailwayBoardfromtimetotimeonthesubjectofCasualLeavearecontained inseveralletters.IthasnowbeendecidedbytheRailwayBoard,toissueaconsolidatedMasterCircular,as belowincorporatingalltheinstructionsissuedsofaronthesubject,fortheinformationandguidanceofall concerned. 2.CasualLeaveisaleaveadmissibletoRailwayservantsinallgroups(i.e.A,B,C&D)andisgrantedto enablethemtoattendtosudden/unforeseenneeds/requirements.Itisnotrecognisedasleaveorsubjectto anyruleundertheleaverulesapplicabletotheRailwayservants.Therefore,aRailwayservantoncasual leaveistechnicallynottreatedasabsentfromdutyandhispayisnotintermitted. [Rule507 -R.I.(1985Edition)andApp.XXXI(IV)(2)ofR.I.(1974Edition] 2.1.CasualLeaveshouldnot,however,begrantedtoRailwayservantssoastocauseevasionoftherules regarding: a. Dateofreckoningofpayandallowances; b. Changeofoffice; c. Commencementandendofleave;and d. Returntoduty; orsoastoextendthetermofleavebeyondthetimeadmissiblebyrule.[Rule236 - EstablishmentCodeVol.I/1985] 3.ThetotalCasualLeaveadmissibletoRailwayservantsinacalendaryearwillbeasunder: I (i) 12 days ToallRailwayservantswhoareeligibletoavailofallPublicholidaysorworkshoppaid-holidays; (ii) 12 days (a):WorkshopStaff (b):Railwayservantsinworkshopsnotcoveredbytheterm workshopstaffandRailwayservants inPrintingPressesandStoresDepots,whoaregetting15paid-holidaysinayear; (iii)12 days DivisionalMedicalOfficersandAssistantMedicalOfficers. (iv)12 days ApprenticeMechanics,ApprenticeKhalasis,undertraininginworkshopsandotherApprentices notgovernedbytheApprenticesAct,1961attachedtoworkshopsandprintingPresses,whoare getting15paid-holidaysinayear. (v) 12 days TradeApprenticesgovernedbytheApprenticesAct,1961workinginEstablishmentswhereproper leaverulesdonotexistorthetotalleaveofdifferenttypesadmissibletotheworkersislessthan 37daysinayear.
