MasterCircularNo.15
CasualLeave.
TheinstructionsissuedbytheRailwayBoardfromtimetotimeonthesubjectofCasualLeavearecontained
inseveralletters.IthasnowbeendecidedbytheRailwayBoard,toissueaconsolidatedMasterCircular,as
belowincorporatingalltheinstructionsissuedsofaronthesubject,fortheinformationandguidanceofall
concerned.
2.CasualLeaveisaleaveadmissibletoRailwayservantsinallgroups(i.e.A,B,C&D)andisgrantedto
enablethemtoattendtosudden/unforeseenneeds/requirements.Itisnotrecognisedasleaveorsubjectto
anyruleundertheleaverulesapplicabletotheRailwayservants.Therefore,aRailwayservantoncasual
leaveistechnicallynottreatedasabsentfromdutyandhispayisnotintermitted.

2.1.CasualLeaveshouldnot,however,begrantedtoRailwayservantssoastocauseevasionoftherules
regarding:
a. Dateofreckoningofpayandallowances;
b. Changeofoffice;
c. Commencementandendofleave;and
d. Returntoduty; orsoastoextendthetermofleavebeyondthetimeadmissiblebyrule.[Rule236 -
EstablishmentCodeVol.I/1985]
3.ThetotalCasualLeaveadmissibletoRailwayservantsinacalendaryearwillbeasunder:
I
(i) 12
days
ToallRailwayservantswhoareeligibletoavailofallPublicholidaysorworkshoppaid-holidays;
(ii) 12
days
(a):WorkshopStaff
(b):Railwayservantsinworkshopsnotcoveredbytheterm workshopstaffandRailwayservants
inPrintingPressesandStoresDepots,whoaregetting15paid-holidaysinayear;
(iii)12
days
DivisionalMedicalOfficersandAssistantMedicalOfficers.
(iv)12
days
ApprenticeMechanics,ApprenticeKhalasis,undertraininginworkshopsandotherApprentices
notgovernedbytheApprenticesAct,1961attachedtoworkshopsandprintingPresses,whoare
getting15paid-holidaysinayear.
(v) 12
days
TradeApprenticesgovernedbytheApprenticesAct,1961workinginEstablishmentswhereproper
leaverulesdonotexistorthetotalleaveofdifferenttypesadmissibletotheworkersislessthan
37daysinayear.

itis availed ofby a Railway servant,should be treated as a Public holiday forthis purpose.

5.Thereisnolimitonthetotalperiodorabsenceatatimeoncasualleaveinclusiveofpublicholidays,
closedSaturdays,Sundaysandweeklyoffsfallingwithinthespellofcasualleaveorwhichmaybeprefixed/

6.Casualleaveforhalf-a-dayeitherforthepre-lunchsessionorforpost-lunchsessionmaybegranted
dependingupontheapplicant'
sneeds.
6.1ARailwayservant,whotakescasualleave,whileontour,isnotentitledtodrawdailyallowanceforthe
periodofleave.Ifthecasualleaveisforhalf-a-day,whileontour,theRailwayServantmaydrawonlyhalfthe
normaldailyallowanceofthatday.[Rule1617(2) -EstablishmentCodeVol.II/1987]
6.2Half-a-day'
sshouldbedebitedtothecasualleaveaccountoftheRailwayservantconcernedforeachlate
attendance.ThepracticeofallowingtheRailwayServantstoattendofficelateorleaveearlywithpermission
hasceasedwiththeintroductionofthefacilityofgrantofcasualleaveforhalf-a-day.Lateattendanceupto
anhour,onnotmorethantwooccasionsinamonthhowevercanbecondonedbythecompeten
