merged cadre –Clarification Reg.

One of the divisions has sought the clarification on various issues relating to
merged commercial cadre, guidelines for implementing the RBE No.85/2023 dated
28.06.2023 and procedure for filling up the vacancies in Sr.CCTC, ML-5.
After examining the revised cadre structure of the unified cadre of Commercial
Department, the following guidelines are issued:

Whether the existing strength
of Commercial Inspector, ML-6
should be divided into 15% DR,
10% LDCE & 75% promotion
quota.
The S/Strength of Commercial Inspector
category, ML-6 should be merged with the
category of Commercial Supervisor, ML-6, as
the same was part & parcel of the cadre
before separation.
After merger of
Commercial Inspector cadre in CS Cadre,
ML-6, divide the S/Strength of ML-6 as per
the percentage earmarked for ML-6 i.e. 15%
DR, 10% LDCE and 75% promotional quota
as Chief Commercial-cum-Ticket Supervisor,
ML-6. All further intakes in ML-6 will be as
Chief Commercial-cum-Ticket Supervisor.

As per HQ letter dated
29.08.2018,
Commercial
Inspector cadre is separated
from Commercial Clerk Cadre.
In Pune division, Booking
Supervisor (BS) category, 75%
promotional quota exists.
Whether 15% DR quota is to
be maintained in BS or BS
category is to be operated as
100% promotional quota.
100% promotional quota in ML-6 no longer
exists. Now, in terms of RBE No.85/2023,
15% DR, 10% LDCE and 75% promotional
quota to be implemented in the merged cadre
including Comml. Inspector as Ch.Comml.-
cum-Ticket Supervisor, ML-6.

As per RBE No.85/2023 dated
28.06.2023, Sr.CCTC in ML-5
are to be filled entirely by
promotion, so in which quota
the newly direct recruited
Sr.CCTC are to be kept.
As no DR quota is now available in Sr.CCTC,
ML-5, names of the DR recruit candidates in
Sr.CCTC is to be shown against 100%
promotional quota in the unified cadre along
with remarks against each that recruited
through DR quota before 28.06.2023.

There is no clear instruction
about sanctioned strength of
CCTC and Sr.CCTC cadre for
unified category.
i) Sanction strength of Jr.TC and Jr.CC to be
merged and shown as SS of CCTC in unified
cadre. All the two seniority groups of TC and
CC are to be maintained separately for
existing employees as on 22.02.2018.
Merger into a common seniority and common
functionalities will take place for future
intake in the cadre including Own Request
Transfer cases w.e.f. 22.02.2018 i.e. from the
date Rly Bd has issued order of merger of the
three categories of CC, TC & ECRC into
unified cadre vide RBE No.28/2018 dated
22.02.2018. Thus, no separate cadres of
Jr.CC & Jr.TC are in existence after
implementation of RBE No.28/2018 dated
22.02.2018.
ii) The S/Strength of Sr.TC & Sr.CC & ECRC will
become the S/Strength of Sr.CCTC, ML-5.
iii) The S/Strength of Comml. Supervisors
(Booking/Parcel /Goods), RS, Hd.TE and
Comml. Inspector , ML-6 will become the
S/Strength of
Ch. Commercial-cum-Ticket
Supervisors, ML- 6.
iv) The S/Strength of
Comml. Supdt.
(Booking/Parcel/Goods), CTI, CERS
&
Ch.Comml. Insp. will become the S/Strength of
Comml. Superintendent, ML-7.
v) Grade wise percentage of the unified cadre is
to be followed as per the RBE No.85/2023 dated
28.06.23.
05.
Problem
in
filling up the
vacancies in ML-5 of Sr.CC as
some of the Jr.CC and Jr.TC, ML-
3, who have joined division on
own request transfer are junior
to the staff, who are appointed
in the unified cadre as Jr. CCTC,
ML 3.
