Sub: Issue of Special Passes to retired Railway Officers em panelled as Inquiry Officers - Amendment of Schedule VII of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) .

***** Instructions were issued vide Board's Letter of even number dated 07-08-2000 regarding travel entitlement of retired Railway Officers of Selection Grade and above who are empanelled as Railway Inquiry Officers in D&ARcasesto undertake journey either for conduct of inquiry or for training or any other official purpose in this connection. Accordingly, Schedule VII (Special Passes) of Railway Servants (Pass) Rules, 1986 (Second Edition,' 1993) was amended as per ACS No. 28 prOVidingissue of Special Passto the empanelled Inquiry Officers of the class to which a serving Railway Officer of equivalenl rank is entitled while on duty for self only and an attendant in second/sleeper class from the place of residence to the Zonal Railway headquarters and in some cases to the place near the residence of retired COs where inquiry is conducted owing to ill-health of the CO and in case of training, to the place where training programmes are conducted on authorisation of the SDGM/CVOs.

2 The matter of extending the above facility to retired Railway Officers of J.A. Grade and below upto Group' B' (Gazetted) who are empanelled as Inquiry Officers has been under consideration of the Board.

Board have now decided that the instructions issued vide letter of even number dated 07-08-2000 will also be applicable to retired Railway Officers empanelled as Inquiry Officers of J.A. Grade and below upto Group' B' (Gazetted).

3 In view of the above, Schedule VII of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) may be amended as pel the Advance Correction Slip No. 57 enclosed.

In all other respects the provision of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) shall apply.

Advance Correction Slip No. 57 t Railway Servants (Paill ules{ 1986 ( econd Edition, 1993) Item No. 41 in Schedule VII (Special Passes)of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) under the column heading "Condition of Entitlement" be replaced as under :- " Retired Railway Officers of Group '8' gazetted posts and above who are empanelled as Railway Inquiry Officers in D&AR cases to undertake journey either for conduct of inquiry or for training or any other official purpose in this connection".
