Sub: Operationalization of Gati Shakti Vishwavidyalaya (GSV)- Reallocation of Non-Gazetted (NG) Staff/Posts at National Academy of Indian Railways (NAIR). Gati Shakti Vishwavidyalaya (GSV), a Central University, has been set up under the aegis of the Ministry of Railways, which has been functioning from the Pratap Vilas Campus at Vadodara, To support the growth and development of GSV, it has been decided by the Board to reallocate various functions of NAIR. 2. Accordingly, the following decisions have been taken regarding the Non-Gazetted staff and posts of NAIR: (i) Redeployment/Transfer of Non-Gazetted Posts of NAIR: (a) The on-roll Non-Gazetted staff (who hold a lien with NAIR), will be transferred to the Vadodara Division of Western Railway, along with posts of cadre of NAIR. The Division may assign duties to these incumbents as per administrative requirements and considering the preferences expressed by the staff. The cadre will be managed by Vadodara Division. Further, the posts on vacation shall be transferred back to the IR-GSV coordination cell under ED/training/Railway Board by the Vadodara Division. (b) Incumbents holding Non-Gazetted posts at NAIR but having a lien in other units (i.e., not NAIR) will be transferred/ repatriated to their respective parent units. (c) All sanctioned TADK posts of NAIR, all vacant Non-Gazetted posts of NAIR cadre as well as those that will fall vacant following the transfers mentioned in (b) above, and those falling vacant subsequently as mentioned in (a) above, will remain under the control of the IR-GSV Coordination Cell until further orders. (ii) Operationalisation of the IR-GSV Coordination Cell at Vadodara: Staff, along with the posts, if required, will be deployed by Vadodara Division in the newly established IR-GSV Coordination Cell, Vadodara, under the Executive Director (Training), Railway Board. Separate orders regarding this deployment will be issued in due course. 3. The accountal of posts of NAIR will be kept by IR-GSV Cell. Cavitinu ed ° a= 4. It has also been decided that following the above re-allocations, all activities previously carried out by NAIR staff including maintenance of service records, APARs, RTI matters, court cases, settlement and pensions etc., along with functions related to associate finance and personnel, will now be managed by the Vadodara Division. The divisional administration will also serve as the custodian of all official records, including those related to pensioners. Necessary action may be taken accordingly.
