Chief Personnel Officer 11, Garden Reach Road Kolkata -700 043 Dated : 18.10.2023 Clarification for fixation of pay of running staff on promotion to the General Posts' reg. e-office file no. SER-HOOPERS(RULY26/2023-0/o DY CPO(HO/GRC/SER (Computer No. 199148) On receipt of clarification from Railway Board under RBE No. 34/2023 in connection with fixation of pay of running staff on promotion to the General Posts', many references received from divisions and workshops to clarify the subject matter. The subject matter has been examined on HQ level in accordance with available instructions & guidelines issued from Railway Board and the following clarifications are issued for strict adherence to avoid wrong pay fixation and overpayment: - 1. General Posts/General selection posts means the posts which are of outside the normal channel ofpromotion for which eligible staff of different departments are called to filled through general selection. For example, Chief Law Assistant in level-7 against 60% DPQ., Staff & Welfare Inspector in level-6 against 35% LDCE quota etc. No specific orders/instructions have been issued by the Railway Board for reckoning 30% pay elements for the purpose of fixation of pay of running staff on their promotion'appointment on above such post. Hence, benefit of reckoning of 30% pay elements for the purpose of fixation of pay of running staff on their promotion/appointment on above such posts are not admissible. 2. Specific order from Boards for reckoning of 30% pay elements means promotion of running staff on those stationary posts which are within their the normal channel of promotion which are exclusively filled amongst from the post of running staff through general selection for which specific instructions, regarding reckoning of 30% pay elements for fixation of his/her pay on promotion/appointment to those post, have stand been issued by the Railway Board. For example, on promotion to the post of CLI, railway Board has already issued instruction in this regard under Para-5 of RBE No, 108/2019. 3. In case of running staff is posted on promotion to the stationary post in Group- B by way general selection or selection against 30% LDCE or 70% DPQ respectively in their normal channel of promotion, the benefit of reckoning of 30% pay elements for the purpose of fixation of pay of running staffon their promotion/appointment is admissible as specific order has already been issued by the Railway Board vide RBE No. 74/2017 to this effect. 1| Page 4. In absence of specific orders from the Board, the benefit of reckoning of 30% pay elements for the purpose of fixation of pay of running staff on their appointment to the posts under the General Departmental Competitive Examination (GDCE) Scheme is not admissible. Hence in such cases, the pay fixation has to be effected without taking into account the 30% pay element of running staff as instructed by the Railway Board under RBE No. 132/2006.
