Payment of Transport Allowance. In terms of note 6(vii) below para 2 of Board’s letter No. PC-V/97/I/7/12 dated 16.12.97, Transport Allowance will not be admissible during absence from duty exceeding 30 days due to leave (including suffixing and prefixing of holidays), training, tour, etc. It is found that on some of the Railways/Production Units, this provision is being interpreted in an anomalous way as under:- (a) Where the period of leave / absence from duty exceeds 30 days and fall in the same month, Transport Allowance is not being allowed. (b) Where the period of leave / absence from duty exceeding 30 days is spread over 2 wage periods, Transport Allowance is being allowed. To cite an example, if the employee is absent from 1 st May to 31 st may, he is not being paid Transport Allowance but if he is absent for 31 days continuously from, say, 16 th may to 15 th June, he is being paid Transport Allowance for both the months. The above interpretation is not correct. It is clarified that Transport Allowance is not to be paid for the period of absence from the duty to employees who are absent from duty in a continuous spell exceeding 30 days (including prefixing and suffixing holidays) due to leave, training, tour, etc. When such period of absence falls into two different calendar months, reduction in Transport Allowance is to be adjusted on pro-rata basis.
