Clarification have been sought by Railways/RRBs regarding age relaxation to serving employees for applying against direct recruitment in various categories indicating inter-alia that a particular provision is inconsistent with the other specified provision. To facilitate appreciation of the matter the relevant provisions in IREM in this regard are reproduced here as follows:- Para 115 (ii) Upto 3 years (including apprentice categories) in respect of serving Railway employees applying for direct recruitment to initial categories and upto 5 years for posts in the inter-mediate categories. Para 115(iii) Group ‘D’ employees applying for recruitment to Group ‘C’ posts or as apprentice being allowed relaxation to the extent of service in Group ‘D’ but in any case not exceeding 10 years and also subject to a ceiling limit of 30 years for apprentice categories. Para 115(iv) For direct recruitment to all Group ‘C’ and Group ‘D’ vacancies, serving employees who have put in 3 years continuous service on the Railways will be given age relaxation upto the upper age limit of 40 years in the case of general category candidates, 43 years in the case of OBC candidates and 45 years in the case of SC/ST candidates. Same age concession will be applicable to such of the substitutes as have put in 3 years service continuous or in broken spells. In this connection it is also clarified that the seemingly inconsistent provisions have been allowed to exist in the Manual side by side since the intention is that while having liberalized provisions as in para 115(iv) ibid the already existing age concessions available to serving employees as in para 115(ii) & (iii) ibid should also continue. Accordingly, the provision which is more advantageous for the employees should be applied. (This also disposes off RRB/Mumbai’s letter No. RRB/CH/Misc./2001 dt. 13.12.2001.)
