Sub:- Grant of financial upgradation under MACPS to Station Masters.

Arising out of the decision to upgrade Assistant Station Masters in GP 2800 to GP 4200 and merge them with the post of Station Masters in GP 4200 communicated vide Note 2 of Annexure B of Board’s letter dated 02-8-2016 (RBE No. 93/2016), the issue of ignoring promotion from ASM (GP 2800) to SM (GP 4200) for the purpose of MACPS has been under Board’s consideration. This issue has also been raised by AIRF in PNM forum as item No. 5/2018 and NFIR as item No. 15/2017.

2. The matter has been considered by the Board in terms of para 5 of Annexure to DOP&T’s OM dated 22-10-2019 circulated vide Board’s letter dated 04-2-2020 (RBE No.

16/2020) and it has been decided that promotion from the post of ASM (GP 2800) to SM (GP 4200) may not be reckoned for the purpose of MACPS. As the necessary amendment in the recruitment provisions for Station Masters has been notified vide Board’s letter dated 16-2- 2018 (RBE No. 22/2018), the benefit of MACPS ignoring promotion from ASM to SM shall be admissible w.e.f. 16-2-2018.

विषय: स्टेशन मास्टरों को एमएसीपीएस के अंतर्गत वित्तीय उन्नयन प्रदान करना।

बोर्ड के दिनांक 02-08-2016 (आरबीई सं. 93/2016) के पत्र के अनुलग्सक Wh नोट 2 के तहत सहायक स्टेशन मास्टरों को ग्रे पे 2800/- रुपए से 4200/- रुपए में अपग्रेड करने और उन्हें स्टेशन मास्टरों के साथ ग्रेड पे 4200/- रुपए में विलय करने का निर्णय लिए जाने से उत्पन्न, एमएसीपीएस के प्रयोजन के लिए सहायक स्टेशन मास्टर (ग्रेड पे 2800/- रुपए) से स्टेशन मास्टर (ग्रेड पे 4200) के रूप में पदोन्नति की उपेक्षा करने का मामला बोर्ड A विचाराधीन है। इस मामले को पीएनएम फोरम में मद सं. 5/2018 के रूप मैं एआईआरएफ दूवारा और मद सं. 15/2017 के रूप में एनएफआईआर cant भी उठाया गया था।

2. कार्मिक एवं प्रशिक्षण विभाग के दिनांक 22-10-2019 के कार्यालय ज्ञापन के अनुलग्नक के पैरा 5, जिसे बोर्ड के दिनांक 04-02-2020 (आरबीई सं. 16/2020) के तहत परिपत्रित किया गया है, के अनुसार बोर्ड CAN, इस मामले पर विचार किया गया है और यह विनिश्चय किया गया है कि एमएससीपीएस के प्रयोजन के लिए सहायक स्टेशन मास्टर (ग्रेड पे 2800/- रुपए) से स्टेशन मास्टर (ग्रेड पे 4200/- रुपए) के रूप में हुई पदोन्नति पर विचार नहीं किया जाएगा। चूंकि बोर्ड के दिनांक 16-2- 2018 (आरबीई सं. 22/2018) के पत्र के तहत स्टेशन मास्टरों के लिए भर्ती प्रावधानों में आवश्यक आशोधन अधिसूचित किए गए हैं, अत: सहायक स्टेशन मास्टर से स्टेशन मास्टर की पदोन्नति की उपेक्षा करते हुए एमएसीपीएस के लाभ 16-2-2018 से लागू होंगे।

3. इसे रेल मंत्रालय के वित्त निदेशालय की सहमति से जारी किया जाता है।
