Sub: Regularisation of retention of Railway quarters by Railway employees on Central Staffing Scheme Deputation and on medical grounds - between the period from 28.9.99 and 1.6.2001/16.3.2004. Railway Board in their meeting held on 11.10.2006 have considered the matter of regularisation of unauthorised retention of Railway accommodation at the previous place of posting by Railway employees on their transfer between the period 28/9/99 and 16/3/2004 on medical grounds and also by officers who proceeded on Central Staffing Scheme deputation to Central Ministries between the period 28/9/99 to 1/6/2001; and have taken the following decisions: (1) The cases of Railway employees who retained Railway accommodation unauthorisedly between the period from 28/9/99 to 16/3/2004 on grounds of “severe illness” of self/family members, may be treated as a class and their cases be regulated as per the provisions contained in Board’s letter No. E(G)99 QR1-16 dated 16/3/2004. This would mean that instructions dated 16/3/2004 shall have retrospective effect w.e.f. 28/9/99. Railway Units should review all the cases falling between the aforesaid period regarding request for retention of Railway. accommodation on grounds of severe illness in accordance with instructions dated 16/3/2004 and submit a consolidated proposal for consideration of Board. (2) All the cases of Railway officers who proceeded on Central Staffing Scheme Deputation to Central Ministries/Departments between the period 28/9/99 and 1/6/2001 and also those officers ' who proceeded on such deputation prior to 28/9/99 but were on 2 deputation on 1/6/2001 may be treated as a class and their cases may be regulated in terms of instructions contained in Board’s letter No. E(G)2000 QR1-23. dated 1/6/2001. To this extent the instructions dated 1/6/2001.shall have retrospective effect. Cases of employees falling under the above categories may be regulated accordingly.
