Counting of past service of canteen employees for pensionary benefits and post-retirement complimentary passes.

In terms of para3(iii) of Board's letter No. E(W)90/CN-1/8 dated 19-11-1990, service rendered by ~mployees of statutory canteens and 11 Delhi based non- statutory canteens, and employees of other non-statutory subsidized recognized canteens prior to 22-10-80 and 1-4-1990 respectively, will be taken into account for pensionary.beneflts to the extent it qualifies for the purpose as·per rules. It has come to the notice of Board that some confusion is prevailing on the Zonal Railways, etc.

about determining the quantum of qualifying service out of pre-22-10-1980 and 1-4- 1990 service for being taken into account alongwith the post 22-10-80 and 1-4-90 service of such employees for the purpose of pensionary benefits and post-retirement complimentary passes.

The matter has been considered by the Board and it has been decided to clarify that the entire period of past service rendered prior to 22-10··1980 and 1-4-1990 respectively by the above two categories of canteen employees, excluding such of the portions of past service as may not qualify in terms of Rule 14 and various Rules under Chapter III of Railway Services (Pension) Rules; 1993, may be counted along with the post 22-10-1980 and 1-4-1990 period of qualifying service for pensiDnary benefits and post-retirement complimentary passes.
