In DC/JCM (Railways) meeting held on 15th & 16th February 2024 DC/JCM item No.16/2012 regarding delegation of power for compassionate ground appointment, was discussed in light of instructions issued vide Board's letter No. E(NG)II/2017/RC-1/23 dated 01.02.2023 (RBE 21/2023) clarifying the time limit for consideration of compassionate ground appointment cases by Railways. Federations demanded that Railways be suitably sensitized regarding time limit for consideration of compassionate ground appointment cases. In view of the above, the Railways are advised to take note of para 3 (III) (iv) of Board's letter No. E(NG)II/2017/RC-1/23 dated 01.02.2023 (RBE 21/2023) which stipulates that "Railways should ensure that all possible efforts are made to give CGA to the eligible dependent of the Railway employee concerned without undue delay within the time frame specified in Para X (d) of Railway Board's Master Circular No. 16. Further, responsibility may be fixed on the concerned officials/officers for delay/inaction”. Railways are directed to follow the abovementioned instructions strictly while considering CGA cases. Appointment on compassionate grounds relates to the appointments made of dependents of Railway servants who lose their lives in the course of duty or die in harness otherwise while in service or are medically incapacitated/decategorised. Instructions regarding appointments on compassionate grounds have been issued from time to time. 2. Multiple instructions on the same subject have been issued, thus creating some doubts in the wake of their implementation. 3. To avoid ambiguity in instructions issued w.r.t. CGA, it has now been decided to clarify and also reiterate some of the existing instructions, by clearly providing for the time limit within which requests for CGA must be received and disposed of by the Railway Administration, as below:- 19) Responsibility of Railway Administration in the case ol CGA Administration in the case of CGA:- i.
