The guidelines regarding fixation of various charges under Dynamic Pricing Policy viz., Busy Season Charge, Development Surcharge and Congestion Surcharge are prescribed in the above referred Rates Circulars and Corrigendum. It has been decided to issue Rates Master Circular duly consolidating all extant guidelines on the subject.

Accordingly, consolidated Dynamic Pricing Policy- Rates of Busy Season Charge, Development Surcharge and Congestion Charge are as under:

CRATES MASTER CIRCULAR/Dynamic Pricing Policy/2015/0

*NTR will comprise of Base Freight Rate and various demand Management Charges under Dynamic Pricing Policy. Other charges like Punitive Charges for overloading, Penal Charges for Misdeclaration will be levied on NTR. Similarly, freight concession (discount/rebate) will also be granted on NTR.

While all care have been taken in preparation of this circular, if any discrepancy is noticed,

Zonal Railways are requested to bring it to the notice of the Board immediately for taking corrective action.

Zonal Railways will ensure that wide publicity is given to these guidelines. Steps should be taken to ensure that the Railway official fully understand these guidelines and implement them in letter and spirit.
