Rates Circular No.19 of 2024 भारत सरकार GOVERNMENT OF INDIA रेल मंत्रालय MINISTRY OF RAILWAYS (रिलवे बोर्ड RAILWAY BOARD) No. TCR/1078/2020/12/3322350/3332773 Dated:23.12.2024 महाप्रबंधक, सभी क्षेत्रीय रेलवे Sub: Freight Incentive Scheme for loading of Fly Ash/ Bed Ash Ref.: Rates Circular No.09 of 2020 and its Corrigenda. 1. Board has introduced Freight Incentive Scheme for loading of Fly Ash and Bed Ash vide above referred Rates Circular and corrigenda thereto. 2. Matter has been examined and it has been decided to issue revised guidelines on the subject as per the following: 2.1 Objective: To generate additional loading of Fly Ash/Bed Ash and to ensure improved utilization of rolling stocks. . 2.2 Incentive: Following incentives will be granted to Fly Ash/Bed Ash: Type of stocks [Rates of concession on applicable class__|Packin condition la. _ (00 0 40% discount on NTR of applicable class*_|Bagged or Bulk or loose 40% discount on NTR of applicable class* Note: 40% discount mentioned above will be applicable to only those rakes which have been released/ unloaded/ emptied and back loaded at the particular terminal. * Loading done in a rake where empty rake has been supplied from other locations/ terminals, the discount will be limited to 20% only in the above cases. To be charged at NTR of Class LR1 24 Floor rate: There shall be no floor rate in case of Para 2.2 (a & b) above. Chargeable freight will be the discounted freight @ 40% or 20% on NTR of applicable Class. 2.5 Permitted Terminals: All terminals 2.6 Concurrent concession: a) Freight concession applicable to traffic booked to and from North East Region will be concurrently available. b) When transported in TEFD stream, lower of the two NTR will be charged. 2.7 Lead restriction: There will be no lead restriction. 2.8 Processing procedure: Customer need not apply for availing concession under this scheme. The same shall be granted through TMS automatically on compliance of the features of the scheme. Rail Bhavan, Raisina Road, New Delhi 110001 Page 1 of 3 wal wt ) eqn) Rates Circular No.19 of 2024 2.9 Conditions: a) In case of Bagged Fly ash/Bed ash, it should be packed in uniform bags of standard size In case of loading of loose fly ash/bed ash, customer must ensure hydrating the fly ash/bed ash and covering the wagons with tarpaulins at its own cost c) Tarpaulins, if any, for covering the bagged fly ash/ bed ash in open/flat wagons should also be provided by the customer at its own cost. d) The customer will be required to furnish an undertaking on the Forwarding Note giving their consent to load in Open and Flat wagons and to the effect that they would bear the full risk of any damage/pilferage of the consignment. Zonal Railways and customers shall strictly ensure adherence to the conditions stipulated by State Government/Central Government regarding pollution control. In this regard, Board’s letter No. 2015/EnHM/15/01 dated 16.04.2018 may please be connected. f) Supply of wagons under the scheme will be subject to operational feasibility. b ~— & 3. These instructions shall come into effect from 27.12.2024 and shall remain valid till 26.12.2026. 4. Zonal Railways will give wide publicity to this policy and monitor the same. Zonal Railways will submit the half yearly report indicating the efficacy and performance of the Scheme. 5. This issues in consultation with Traffic Transportation Directorate and with the concurrence of the Finance Directorate of Ministry of Railways.
