Sub: Rates for Automobile Traffic carried on NMG/BCCNR and BCACM wagons.
Ref: Board’s Rates Circulars Nos. 4 of 2010, 24 of 2010, 3 of 2011, 16 of 2011, 29 of 2011 & 37 of 2011.
In supersession of Rates Circulars under reference, sanction is accorded to the revised freight rates for Automobile Traffic when moved in NMG.
BCCNR and BCACM wagons. The revised rates are given in Annexure to this circular. NUG/BCCNR wagons and BCACM wagons when loaded with automobile (including 2-wheelers and tractors) will be charged at Class NMG/BCCNR and BCACM Class respectively.
The normal and minimum composition of NUG/ BCCNR and BCACM rakes will be as under:

The number of wagons indented must be for the normal composition of wagons mentioned above. If the number of wagons supplied by the Railways is equal to or more than the indented number, the party will have to load at least all the indented number of wagons. In case number of fit wagons supplied by Railways is less than the indented number of wagons then the party will have to load all the fit wagons supplied which should not be less than the minimum composition of wagons and freight for the rake will be charged for the actual number of wagons loaded.
In cases where even minimum composition of wagons cannot be supplied by the Railway against the indent of the party, Rail users should not be penalized. In such cases. the freight for actual number of wagons supplied by Railway will be charged. To deal with such situation. the procedure stipulated in para 5.1.4 of the Rates Circular No.62 of 2009 (Rates Master Circular on FIS dated 13.06.2014), should be followed.
Indents should be made specifically mentioning the type of wagons. Priority of NMG/BCCNR and BCACM will be maintained separately.

The rates of the aforesaid Classes shall be applicable at following Terms & Conditions:
(i) Various charges under Dynamic Pricing Policy like Busy Season Charge are not leviable on automobile traffic moved in these rakes. Further, terminal charges will also not be leviable. However, development charges will be leviable on NTR.
(ii) Any other charge/surcharge levied subsequently on goods traffic will be applicable on this traffic unless and until mentioned otherwise.
(il) Normal rules for free time. demurrage. wharfage and stacking as applicable to goods traffic will apply to this traffic also
(iv) There shall be no charge for empty running of these wagons.
(v) When the rake is charged as per aforesaid Class, it should be ensured that no commodity other than automobile is carried in these wagons. A penalty at the rate of twice the applicable rate on per wagon basis, for the entire train, shall be levied whenever the same is detected. The penalty will be in addition to the freight already paid.
Railways should notify the name of sidings/goods sheds open for handling of automobile when loaded in these type of wagons. Before notifying a siding/goods shed, the Railway should ensure that the concerned siding/ goods shed has all the requisite facilities for handling of automobiles when loaded in these wagons.
All the Railways should submit a detailed monthly report on running of BCACM rakes by 7” of following month. The report should inter alia contain the utilization of these rakes. O-D flows, earning, and feedback from customers, suggestions, if any. “NIL” report should be sent if this traffic has not moved on a particular Railway.
