Sub: Rationalization and Simplification of Freight Rate Structure for Roll-on/Roll-off (Ro-

Ro) Traffic.

Ref: Rates Circular No. 17 of 2022.

1.0. Under the extant policy guidelines, Roll-on/Roll-off (Ro-Ro) traffic is charged on per wagon basis in terms of Rates Circular No. 17 of 2022.

2.0. The matter has been reviewed and it has been decided to rationalize and simplify the freight charging system for transportation of Ro-Ro traffic by introducing the following rate structure:

A. Road vehicles(RoRo Traffic) on wagons

Up to 750 km 21.45 per tonne-km

Beyond 750 km and up to 2000

Linearly tapering from 1.45 to 21.30 per tonne-km

Beyond 2000 km 21.30 per tonne-km

Minimum chargeable weight for Ro-Ro vehicle(GVW): 45 tonne or actual GVW (Gross

Vehicle Weight) whichever is higher maximum upto the Permissible Carrying Capacity (PCC) of wagon.

Minimum chargeable Distance shall be 50 km.

Terminal Charges/Terminal Access Charge (TAC) and all ancillary charges, surcharges, GST and other charges notified from time to time shall be levied as per extant rules.

No concession, rebate or discount shall be admissible on the above rates except

concessions applicable for traffic to/from the North Eastern Region under extant policy instructions.

The freight rates for RoRo as prescribed herein shall not be applicable for commodities under Main Commodity Head "Coal & Coke", Iron Ore (all types) and "Iron or Steel",

Freight shall be charged for all the wagons in a rake (loaded/empty) subject to the minimum chargeable weight for Ro-Ro vehicle as mentioned above.

Over Dimensional Consignment (ODC) charges and Power Block charges shall be levied as and where applicable, if run as ODC.

Ro-Ro services shall be introduced after examining the operational feasibility on a case- to-case basis. PCOM in consultation with PCCM shall examine the proposal for its feasibility and notify the identified O-D pairs for RoRo Traffic.

Busy Season Charge (BSC) and Development Charge (DC) shall not be levied.

Gross Vehicle Weight - "Weight of Truck along with Cargo load.

The weight of the loaded road vehicle alongwith consignments as declared by the customer and “taken from the weighbridge (Dharma Kanta)”, which is duly certified by the Legal Metrology department of the State concerned shall be accepted.

The customer shall furnish complete particulars of commodity, quantity and nature of commodity. The customer shall be responsible for the correctness of all declarations furnished.

Charging will be done for the standard rake composition/minimum number of wagons of permitted stock notified from time to time.

Free time of six hours each for loading/unloading and three hours for clearance of railway wharf shall be allowed. Demurrage and Wharfage charges shall be levied as per extant rules,

RoRo service shall also be operated on privately owned suitable wagons (such as LSFTO rakes) and the rebate under LSFTO policy should also be extended to such RoRo service.

The customer shall be responsible for safe loading and transportation, including proper securing of the commodity within the vehicle and proper lashing/locking of the vehicle of the wagon in accordance with RDSO guidelines and other safety guidelines issued such as PESO certification. Railway representatives may inspect such arrangements at any stage. Any liability arising from deficiencies in securing arrangements shall rest with the customer.
