Sub: Rationalization of Freight rate for transportation of Salt.

Ref: (i) IRCA Goods Tariff No.49 Pt.! Vol.II

(ii) Rates Circular No.36 of 2012 and corrigendum thereto

(iii) Rates Master Circular/CRT-CCR-Hub & Spoke/2015/0, and corrigendum thereto

(iv) Rates Circular No.20 of 2018 as amended from time to time.

1.1 As per the extant policy guidelines on the subject, different types of Salt listed under Commodity Group Head SALT in IRCA Goods Tariff No.49 लि. Vol.II is classified at Class- 100A when transported in Railway Wagons. Further, in terms of Rates Circular No.36 of 2012, distance based graded Concession in freight rates of non-refined iodized Salt meant for human consumption is applicable.

1.2 As per the extant policy guidelines on the subject, Salt when transported in Containers is charged at Haulage charge per TEU basis notified vide Board’s letter under reference (ii) above

20 The matter has been reviewed. In order to increase the modal share of Salt by rail, it has been decided to rationalize and simplify the: charging of Salt and to introduce a per tonne- | kilometre-based freight rate for salt traffic in wagons and a flat GTKM-based rate’ for containerized salt traffic. The details are as under:

(a) Rates for transportation of Salt in IR Wagons

i. र1.21 per tonne per km up to 1000 km ii. Linearly tapering to ~0.90 per tonne per km up to 3000 km iii. 0.90 per tonne per km beyond 3000 km iv. Minimum chargeable distance: 50 km

v. | Chargeable weight per wagon will be the PCC of the wagon.

(b) Haulage charges for Container trains with Salt traffic- loaded and empty movement

i. Flat rate of 0.85 per GTKM | ii. . Haulage rate of Empty Containers when returning to the same originating station at a flat rate of 0.85 per GTKM.

ii. Rebate of 25% of haulage rate of container trains with empty containers returning the originating station.

iv. Minimum chargeable distance: 50 km

Haulage Charges Formula:

Total Haulage Gross weight of rake (Designed tare weight of wagons + Gross weight of Charge* = containers) x Distance (km) x Rate per GTKM

* Note: Gross weight of container means tare of container plus weight of the commodity

(c) General Conditions:

i. Rates are all inclusive. Busy Season Charge and Development Charge shall NOT be levied separately.

ii. | Terminal Charges / TAC shall be applicable as per extant rules.

ii. | No concession except concession applicable for North Eastern Region will be granted on base freight. ः

3.0 All other applicable commercial rules and regulations will continue to apply unchanged.

4.0 This issues in supersession of all relevant circulars issued with regard to charging for movement of Salt transported in IR wagons and containers.

50 These instructions will come into force w.e.f. 01.04.2026 and remain valid till further advise. .

6.0 This issues in consultation with Traffic Transportation directorate and with the concurrence
