   2042. DR. SANTANU SEN: 
 
 
 
     Will the Minister of RAILWAYS be pleased to state:  
(a) the details of yearly increase in the fare of various Rajdhani and Shatabdi Express trains, year-
wise in last five years; 
(b) whether Rajdhani and Shatabdi Express on some days cost equal to a  flight ticket to the same 
destinations, if so, the details thereof; 
(c) whether instead of making railway a cheaper mode of transportation as compared to airlines, 
Government is planning to make it expensive and gradually reach a situation where passengers 
shift to air travel, the details thereof; and 
(d) the details of steps being taken to reduce the fare of Rajdhani and Shatabdi Express train 
ticket?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED 
QUESTION NO. 2042 BY DR SANTANU SEN ANSWERED IN RAJYA SABHA ON 
12.03.2021 REGARDING INCREASE IN THE FARE OF RAJDHANI AND SHATABDI 
EXPRESS TRAINS 
(a): Year wise details of rationalisation of fare of Rajdhani & Shatabdi trains during last five 
years are as follows:

  2016-17 
(i). Introduction of Flexi fare Scheme  in Rajdhani and Shatabdi trains since  
09.09.2016,  
(ii). Introduction of discounted fare schemes in Shatabdi trains over 
Bengaluru-Mysuru-Bengaluru section since 20.12.2016. 
(iii). Introduction of 10% discount during current bookings on vacant berths 
after preparation of first reservation chart in Rajdhani & Shatabdi trains since  
20.12.2016.  
  2017-18 
(i). Introduction of discounted fare schemes in Shatabdi trains over New 
Jalpaiguri-Malda Town section since 15.11.2017. 
(ii). Introduction of discounted fare schemes in Shatabdi trains over 
Ahmedabad-Vadodara section since 20.01.2018. 
  2018-19 
Rationalisation of Flexi fare scheme of Rajdhani and Shatabdi Express since 
15.03.2019  
  2019-20 
Basic fare increased by 4 paisa per kilometre since 01.01.2020.  
 
  2020-21

(b) & (c): Railways and Airlines are different modes of transport, which are not comparable in 
the terms of volume, connectivity as well as convenience. There is no fixed maximum limit of 
fare in Airlines whereas Railways have fixed maximum fare throughout the year. Airline fare 
varies significantly depending on time of operation, stoppages, travel duration, Origin – 
Destination pair, carrier etc. Railways’ fare may or may not be higher than the air fare depending 
upon the class of travel as well as factors like peak/lean periods. It is the choice of the passengers 
to opt either for Railway or Airlines as per their convenience and requirement. Railway also 
serves a large number of passengers boarding/de-boarding at intermediate stations. 
(d): Based on the feedback from different quarters, a committee was constituted to review the 
flexi fare scheme. Further based on the committee’s recommendations, Flexi fare scheme has 
been rationalized w.e.f 15.03.2019 as under:-

(i). Discontinuation of flexi fare scheme (Rajdhani, Shatabdi and Duronto trains) from  trains for 
full year if monthly occupancy is less than 50% throughout the previous year and during pre 
defined lean period of 3 months (February, March & August) if monthly occupancy is between 
50% to 75% throughout the previous year. 
 
(ii). Maximum cap of flexi fare scheme has been reduced to 1.4 times from 1.5 times earlier in 
all flexi fare applicable classes. 
 
(iii). Graded
