With a view to offset losses suffered by Railways charging of postal traffic carried in postal/non-postal vans will be linked with sleeper class fare under the “Berth displacement concept” instead of “Seat displacement method”.
Postal mails are carried either in vehicles specially constructed or converted as postal vans at the cost of Postal Department or in ordiary Coaching vehicle. With a view to offset losses suffered by Railways charging of postal traffic carried in postal/non-postal vans will be linked with sleeper class fare under the “Berth displacement concept” instead of “Seat displacement method”. 2. Under the “Berth displacement method”, charging of postal/non postal vanwill be fare for sleeper class on super fast trains. A postal /non-postal van will be treated as 72 berths per (BG) coach. The distance for charge, on both directions, will be from the station from which the van is attached to the station up to which it is carried irrespectiveof the section over which postal authorities actually use it. A rebate of 2% on capital invested by Department of Posts given on the haulage charges on Postal vans will continue. 4. Non-use of train space in any trip will not qualify for any reductions/rebate. 5. Berth displacement system will also apply to the Kalka-Simla, Darjeeling- Himalayan, Pathankot-Joginder Nagar, Neral-Matheran and Nilgiri sections and should be worked out on the principle of inflation as application to the general public.
