WEIGHMENT • InstallationofWeighBridge • Notification on Associate Weigh Bridge & Alternate AssociatedWeighBridge • SpeedofthetrainuptoWeighment • Speedofthetrainduringweighment • CommoditiesexemptedfromWeighment • Mandatoryweighment • TimelimitforPreparationofRR • Chargescollectedduringweighment • WeighmentatOriginatingPoint • WeighmentatEnroute • Punitivechargesforoverloading • DiscrepanciesinWeighment Installation of EIMWB • DRM permission is required; the location EIMWBs is by the Sr. DOM in consultation with Sr. DCM, Sr. DEN and Sr. DME. • Functioning of all weighbridges in the division should be reported in the daily position. • GM shall be apprised of the weighbridge failure, in case weighbridge remains out of order for a continuous period of three months. • New weighbridges shall be 120 tonne capacity. Installation of EIMWB • Provision of an in-motion weigh bridge is mandatory in all new private Goods terminals (Sidings/PFTs/GCTs) having outward traffic. • If a weighbridge gets out of order, DRM shall have full powers to permit loading. • Maintenance of EIMWB shall be through annual maintenance contract with the original equipment manufacturer(s) • The weighbridges should be calibrated regularly from concerned authorities to ensure correctness of weighment. • Joint Inspection of EIMWB shall be done as per extant guidelines. • PCOM will notify the Associate weighbridge(s) & Alternate AssociateWB. • Approval of the PCOM of the concerned Zonal Railway should be taken if the Associate weighbridge lies in other ZonalRailway. Notification on EIMWB No. T.204/Weighbridges/Vol.VII Sub:- Notification of Railway Owned EIMWB installed at NDKD as Weighbridge on GNT division. ' ee Ref: ACM/M&D/SC letter No.C.613/DEV/Associated/A Iterative Wi dated.24/03/2023. 77 With reference to letters cited above, Railway Owned Electronic- Bridge (EIMWB) is installed at NDKD on GNT division. The Initial calibration cum repeatability test was as per the RDSO : * • The rake will be moved at normal speed from loading point to first available weighbridge. • From first weighbridge point to next available weighbridge speed restriction of 40kmph or less as decided by the Railway concerned Speed before Weighment • As per Mechanical Dte.(Railway Board)'s letter No.92/Dev.Cell/IDEI/2 Vol dt.06.08.2004- "the weighbridge in-charge shall ensure that weighment readings are recorded at speed less than 15Km/Hour ...... Readings taken above this speed are not valid". Speedoftherakeduringweighment Consignments exempted from weighment :- - Standard bags of uniform size - HR Coils & other steel consignments - Containerized Imported traffic - Empty containers - Chuni & De-oiled cake Automobile wagons loaded with Motor vehicles - Petroleum Coke/Metallurgical coke. Exempted Commodities • At least 5% rakes loaded with standard bags of uniform size to be weighed in a month. • Mandatory weighment for the Wagons loaded with Non- standard bags and bulky/loose consignment W E I G H M E N T • The weighment of Molasses, edible oils etc., should be done through Dip Measurement Method or through commodity specific Flow Meter when wagons are in stationary condition. Liquid Cosigment DIP Measurement •“Para 1451(c) IRCM (Vol. II) : Railway Receipts should normally be made over to the consignor within 24 hours from loading of the consignment. •Concerned DCM/Sr. DCM of the loading points may however permit issuance of Railway Receipt not later than 48 hours from the time of completion of loading of goods to ensure that Railway Receipt is prepared on actual weighment details. •If it is not possible to make over Railway Receipt within the above period as per actual weighment details, Railway Receipt should be prepared on the basis of Sender’s Weight.” Time Limit for Issue of RR • “Para 1451(d) IRCM (Vol. II) : However, in case of continuous Bank Holidays, force majeure conditions etc., DRM may allow further extension of time for issue of RR up to the next wo
