Sub: Exchange of Rs.2,000/- Currency notes in Railways.

Ref: SDGM &CVO’s letter no. E161/2023/06/01384 dated 05-07-2023 _________ Apropos above subject, Vigilance department in one of the checks at Booking Offices and YTSK centres, detected that currency notes of Rs.2000/- denomination were exchanged from Govt. cash illegally. On investigation, it was seen that counter clerk deposited daily Govt. cash to Cashier directly on a plain paper instead of recording it in private memo book/DTC, thereby violating the provisions of para 2437 of IRCM Vol.II. The Cashier exchanged Govt. cash denominations of Rs.500/- and less with the currency notes of Rs.2000/- received from outsiders at a premium.

During the course of preventive check a surge in receipt of currency notes of Rs.2000/- in Station Revenue collection was noticed at some stations. This appears to be post RBI guidelines dated May 19, 2023 regarding Rs.2000/- currency note being taken out of circulation in pursuance of the clean note policy. Also irregular practice of exchanging Govt. Cash of less denomination in lieu of Rs.2000/- currency notes from outsider at a premium is being carried out at some stations.

In order to monitor and take corrective action on the above irregularities, following system improvement is suggested.

1. The counter staff while handing over cash to Cashier should record the details of cash i.e. denominations of currency notes and amount in respective Private Memo Book/DTC.

2. Cashier to acknowledge the same in respective Private Memo Book/DTC.

3. Cashier to enter the details of the denominations of currency notes and amount received in General Cash Book.

4. Based on the entries in General Cash Book, details in Cash Remittance Note to be filled in.

Also, RBI’s guidelines regarding acceptance of Rs.2000/- Currency note till 30th September 2023 may be displayed at prominent places at all Cash dealing units of Stations. The Cash dealing staff may be sensitized about the same.
