Apropos to above subject, please find enclosed herewith copy of HQ’s letter under reference in connection with discontinuation of journey due to dislocation of train service. It is instructed that all commercial staff should be well versed with refund rules as stipulated vide commercial circular no.65 of 2015 in order to avoid inconvenience to passengers and complaints thereof.

Ref: - Railway Board Commercial Circular No.65 of 2015 dated 06/11/2015.

Apropos, please refer to the above Commercial Circular Point No.16 with regard to discontinuation of journey due to dislocation of train services.

(1) When a train journey is dislocated enroute due to unforeseen circumstances, such as accident, breach or flood, full fare for the entire booked journey without any deduction for the travelled portion and without levy of cancellation charge shall be refunded at the station at which the journey is terminated under the following circumstances, namely: -

(a) When the railway administration is unable to carry the passenger to the destination station within a reasonable time by arranging transhipment or diversion or otherwise.

Where the railway administration offers to carry the passenger to his destination station by any diverted route or by arranging transhipment or otherwise, and the passenger is not willing to avail of such alternate arrangement, fare for the travelled portion will be retained and the balance amount of ticket shall be refunded as the fare for the untravelled portion, without levying any cancellation charges, at the station at which the journey has been terminated.

Where the train journey is dislocated enroute due to bandh, agitation or rail roko, fare for the travelled portion shall be retained and balance amount of ticket shall be refunded as the fare for the untravelled portion, without levying any cancellation charges.

Kindly comply with the above provisions strictly, under advice to this office for actions taken during the dislocation of train services under unforeseen circumstances. Also, if any alternate arrangements for transhipment of passengers have been arranged, then the same may be advised to this office within 3 (Three) days from the date of incident in order to enable this office to process the claims for refund of fare accordingly. It is also requested to ensure the manning of coaches in diverted train / short terminated train and 100% feeding in the HHT Module including in the T.T.E. activities.
