संदर्भ:- (i) WCR’s ARN No. 05 of 2013 (Cog.) dated 15.04.2013,

(ii) ARN No. 09 of 2021 (Cog.) dated 03.11.2021 (111) ARN No. 07 of 2026 (Cog.) dated 07.07.2026.

In reference to above subject, instructions/guidelines to be followed are as under:

(1) Detailed instructions/guidelines were issued vide WCR’s ARN No. 05 of 2013(Cog.)

dated 15.04.2013 regarding Indian Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012-Gazette Notification No. GSR 846(E) dt 26.11.2012 over WCR.

(2) Penalties for offence to be charged as per WCR’s ARN No 09 of 2021 (Cog.) dated

03.11.2021 Para 4.2 Fine

(a) Major offences — 500 Rs.

(b) Minor offences — 200 Rs.

(3) Addition of authorised officials under Para 5 (c)- RPF personnel not below the rank of ASI (Assistant Sub Inspector) are also authorised to collect fines as per WCR’s ARN No. 07 of 2026 (Cog.) dated 07.07.2026.

All other instructions/guidelines mentioned in the ARN No. 05 of 2013 (Cog.) dated

15.04.2013 shall be the same.

In reference to above, vide ARN No. 05 of 2013(Cog.) dated 15.04.2013 instructions/guidelines regarding Indian Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012-Gazette Notification No. GSR 846(E) dt 26.11.2012 over WCR.

In terms of Para No. 05 of the ARN No. 05 of 2013(Cog.) dated 15.04.2013, the competent authority has decided to extend authorised officials to collect penalties by including RPF Official also.

Accordingly, Para No. 5 (C) is modified and read as under: -
