Sub: Clarification regarding fixation of benchmark NTKM under STS.

Reference above, following is advised:

1. The para 6.5 of Rates Circular no.15 of 2022 is very clear that benchmark NTKM may be reviewed as and when required. The term 'REVIEWED' itself consist of the word 'REVISE', so, the benchmark NTKM may be REVIEWED/ REVISED as and when required even before two years subject to at least one revision every two years.

2. The principle of benchmark NTKM under STS rates policy is also clear as - "Benchmark NTKM for any forthcoming 12 months period is defined as NTKMs of corresponding periods of previous 12 months". Therefore, after two years (24 months), the benchmark NTKM' will be NTKMs of corresponding periods of previous 12 months.

This issues in consultation with Finance Directorate of Ministry of Railways.
