Reference above, the subject matter has been examined in Board’s Office. In this connection following is clarified:

4. In terms of Para 6.5 of Rates Circular no.15 of 2022, initial benchmark, i.e. total traffic of preceding 12 months will be the benchmark NTKM. The benchmark shall be reviewed as and when required and shall be revised after a maximum period of two years. If there is no requirement of increase in the benchmark after 12 months period i.e. in second year, the same may be continued. In the 3rd year, the benchmark NTKM shall be revised does not mean that it should be increased. The STS policy aims to retain /increase traffic of IR, therefore if by retaining the benchmark at same level, there is increase in Railway's earnings, the retention of benchmark is permitted in the policy.

2. Removal of 5% surcharge for mini rakes up to 500 km, 5% surcharge for two point loading and 15% busy season charge on mini rake for cement traffic up to 500km,

has not been found feasible in the current scenario.
