Sub: Grant of TEFD concession to STS customers and exit clause in the

agreement-reg.

Ref: SCR’s letter No.C.495/Mtg./STS/2016-17 dated 23.06.2017

The issues raised in the letter under reference have been examined. The Rates Circular on ‘STS’ contains broad guidelines on the issue around which Zonal Railways are required to act. In this regard attention is also invited to Para 1 of Rates Circular No.26/2016 wherein it has clearly been stipulated that in special cases, Zonal Railways may frame their own guidelines to attract traffic. SCR can take necessary action as per this provision, if in Railway’s interest.

This issues in consultation with Finance Directorate of the Ministry of Railways.
