Ref: Board's letter No. 2018/lnfra/12/19 dated 27.02.2023 In terms of above referred letter, Board's (CRB&CEO, M/O&BD and M/F) approval was conveyed for charging 70% inflated mileage on subject line for a period of 14 years witha 5 year review (copy enclosed for ready reference).

Sub: - Jharsugda-Barpali-Sardega Rail line- Reg. Inflated Mileage requested by MCL as compensation for the Capital invested.

Ref: SER’s letter No.AS/60A/393 Pt XI dt.12/05/2021.

In reference to the subject matter, Board (Chairman & CEO, MOBD and Member/Finance) has approved proposal for compensating MCL for the capital invested by charging 70% inflated Mileage on Jharsugda-Barpali-Sardega rail line of SER on all traffic for a period of fourteen years, with review to be done after five years to ascertain the pattern of traffic and whether the period of inflated mileage needs to be reduced or enhanced, with following stipulations:

i) A mechanism may be incorporated in FOIS for arriving at inflated mileage and clear instructions may be issued that inflated mileage shall be applicable only for the length of this section Uharsugda-Barpali-Sardega line).

ii) Inflated Mileage as approved has to be added to the actual distance of RR booking & such additional freight realized will be appropriated to the proponent MCL to enable the return on their investment, meaning by the freight so realized for the additional length of 70% over actual length of run on the project line (Jharsugda-Barpali-Sardega line) is to be apportioned to MCL.

iii) The distance and cost details shall be taken based on the letter of CTPM/SER No. AS/60 A/293 pt XI dated 29.6.22 and AS/60A/393 pt XI dated 17.01.22.

iv) An agreement has to be entered between SER and MCL with complete financial utility taking all possible OD pairs on this line and payment aspect should be prepared which shall be reviewed in each leg of five years to ascertain the reconciliation aspect.

v) Provision for annual reconciliation between SER and MCL for the total adjusted amount with reference to inflated mileage.
