Running of RO-RO services over Central Railway out, subject to para 3 of Railway Board letter no TCR/1078/2016/08/Pt.

Sub: Running of RO-RO services over Central Railway. Ref: 1. CCM/FS, Central Railway’s letter No. C/RB/RO-RO/2012 dated 19.07.2017. 2. Railway Board's letter No TCR/1078/2016/08 Pt dated 05.08.2016. Please refer to Central Railway's letter under reference on the above cited subject, whereby the possibility of running of RO-RO service has been explored and proposed certain issues, with respect to Board’s letter No.TCR/1078/2016/08/Pt. dated 05.08.2016, which have been examined in Board in consultation with Finance Directorate and clarified as under: 1. Placement of Indent: Railway may work out an actjon plan, including running on 20 wagons rake, if required. An annual action plan in consultation with Finance; keeping in view commercial & operational interests of Railways, needs to be worked out, subject to para 3 of Railway Board letter no TCR/1078/2016/08/Pt. dated 05.08.2016. 2. Charging: In terms of Para -5 of Board’s letter No.TCR/1078/2016/08/Pt. dated 05.08.2016 powers are already vested with zonal Railways for fixing rates for running of RO-RO services. 3. Chargeable weight: Para-4 (iv) of Board’s letter dated 05.08.2016 stipulates that gross weight of the loaded truck should not exceed the Stenciled Carrying Capacity of wagon used therefor, i.e. it would be lower than the PCC. 4. Comparison of BRN freight vis-a-vis RO-RO freight: Comparison should be done as per the commodity offered for loading. Mentioning RO-RO as new commodity in IRCA Goods Tariff does not mean that it shall be charged at class 180, but it is that rates of RO- RO services will be decided by zonal Railways depending upon their local conditions and Railway interest. 5. All commercial rules, other than those which have been specifically permitted vide Railway Board’s letter no TCR/1078/2016/08/Pt. dated 05.08.2016 (ref 2) remain in force. 6. Weighment of trucks: Weighment of loaded truck on road weighbridge is permitted on trial basis for six months as an exceptional case for essence of earning subject to due ace being carried out by a Inter Department Committee at Divisional level, following” सा EO issue by Headquarter of all concerned ना ' Departments. Issue of Railway Receipt: RR can be issued by TMS after issue of railway circular as per Para-5 of Board's letter dated 05.08.2016. 8. Appointment of marketing agents: In terms of Board’s letter No.2016/TC(FM)/4/02 dated 14.06.2017, Zonal Railways may itself explore the ways and means to attract and capture the market.of RO-RO service. The zone must ensure that terms, conditions & liability of such arrangement should be made in clear & transparent terms. 9. Scheduled time of RO-RO services: In terms of Para-3 of Board’s letter No. TCR/1078/2016/08/Pt. dated 05.08.2016, action in this regard should be taken so as to cater to Railways interest i.e. enhancement of earnings and austerity in expenditure should be followed.
