Sub: Roll on- Roll off (RO-RO) Service.

Ref: Northeast Frontier Railway’s letter No.C/486/RG/RO/RO dated 02.08.2016

1. Northeast Frontier Railway vide letter under reference, has sent a proposal for running of Roll on-Roll off (RO-RO) service on their system.

2. Board had given in-principle approval to East Central Railway to run

RO-RO service vide Rates Circular No. 15 of 2016 and addendum thereto. This service is running since two and half month on East Central Railway. Now this service may be expanded to other Zonal Railways following same terms and conditions.

3. It is also advised that the action in this regard should be taken so as to cater to Railways interest i.e. enhancement of earnings and austerity in expenditure should be followed.

4. Other features of the scheme are as under:

(i) For RO-RO Service, RR will be issued by TMS.

(ii) RO-RO is defined as new commodity in IRCA Goods Tariff No.

48, Pt. 1 Vol. Il.

(iii) | RO-RO will be booked under special RO-RO class.

(iv) In no case, gross weight of the truck (Tare Weight of truck + Commodity Weight) shall exceed the PCC of a particular wagon.

If the PCC of the wagon used is not notified, then gross weight of the truck should not exceed the stenciled CC of the wagon.

(v) Service Tax and other taxes/surcharges/cess will be levied as per extant guidelines.

(vi) All extant commercial rules shall be applicable on this service.

5. Rates will be fixed by Zonal Railways under power vested in them by Section 320 the Railways Act, 1989. Rates Circular will be issued for RO-RO service under joint signature of Commercial and Finance officers duly nominated by CCM & FA&CAO. The said Circular should be uploaded on the Railway Website, a copy of the same should be marked to Railway Board and also to CRIS. CRIS will directly feed the rates in TMS in case of RO-RO service.

6. Copies of the Rates Circular No.15 of 2016 and Addendum thereto issued by Railway Board and Rates Circular issued by East Central Railway are enclosed for ready reference.

7. The performance of the scheme may be evaluated after six months to analyze the profitability of same.

8. This will come in to force with immediate effect.
