Sub: Grant of concession to the dead bodies of patients who die in Major Government Hospitals while undergoing treatment.

As per rule No. 301 of IRCA Coaching Tariff No. 25 Part-I (Volume III), a corpse will be charged at Scale R, Scale-P and Scale-S rate on a standard weight of 200 Kgs on through distance subject to a minimum charge of Rs. 50. A corpse will not be conveyed by train unless it is properly secured in an air-tight coffin and is accompanied by a Registered Medical Practitioner’s certificate showing that death has not been caused by an infectious disease. Some responsible person, on payment of fare, must in all cases travel in the same train to take charge of and remove it on arrival at the destination. Prepayment of freight on a corpse is compulsory.

As announced by Hon’ble Minister for Railways on 26.2.05 in his Budget Speech for 2005-06, Ministry of Railways have decided that no freight charges will be levied for carriage of dead bodies of patients who die while undergoing treatment in Major Government hospitals from the nearest railhead serving the Government Hospital to the nearest Railway Station serving their home towns. The dead bodies will be carried on priority basis. Free carriage of dead body by rail will be allowed by the Station Manager on production of a certificate issued by Major Government Hospitals that the patient has died while undergoing treatment in their hospital subject to other conditions referred to in para 1 above.

Citywise list of Major Government Hospitals will be nominated by Divisions concerned and this list should be annexed to these instructions before they are circulated.

These instructions will come into effect from 1.4.05.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
