The matter has been reviewed and following has been decided:

Rates of Demurrase Charge:

Base rate of Demurrage Charge shall be t150/- per 8-wheeled wagon per hour, or part of an hour, for detention of wagon in excess of the permissible free time for loading or unloading.

Demurrage Charge will be levied in graded manner as under:

The guidelines for waiver of Demurrage will continue to be applicable as per existing SOP In the context of waiver, Para 2.1I of Corrigendum No.60 of Rates Master CircularlDemurrage- Wharfage-Waiverl20l6l0 is reiterated which states that application for waiver of Demurrage and Wharfage shall be entertained only for the cases where circumstances fall within conditions given in Para2.8 i.e. those which are not within the control of consignor and consignee and on account of Act of God, Act of war and Act of Public enemies. Recording of reasons of waiver in the form of a reasoned speaking order shall be compulsory for all cases of waiver, irrespective of the quantum of waiver. This instruction will be applicable for all types of Demurrage including Penal Demuffage.

Corrigendum No.61 of Rates Moster While examining the cases for waiver of Demurrage/Wharfage, ZonallDivisional Railway shall take into account the following:

a) Demurrage/Wharfage should not be considered as a source of earning, but only a measure to ensure discipline in terminal operation and asset utilization. The concerned officer as per Schedule of Power (SOP) should understand and ascertain whether the conditions leading to accrual of Demurrage/Wharfage are within or beyond the control of customer, and take the view regarding waiver accordingly.

b) For major/regular freight customers offering considerable traffic and generating revenue for railways, Demurrage/Wharfage should liberally be waived to maintain good customer relations and consistent rail coeffrcient.

c) To the extent and manner possible, waiver of Demurrage/Wharfage should be used as an effective marketing tool and for quick release of the rakes and wagon.

The above mentioned guidelines will be effective from 01.04.2026 and will remain valid till 3t.03.2027.
