Officer FOIS New Delhi, dt.26.02.2024 Sub: Classification of Railway Premises (Goods sheds, stations etc.) Ref: (i) Board's letter No.TC-I/2019/20l/6-Part(3)(3329I3 I) dt.28.08.2023 (ii)FOIS mail dt.14.09.2023 Please refer to FOIS' mail dt.14.09.2023 seeking clarification regarding classification of Railway premises. Item-wise clarifications are given below: CRIS' query 1 Railway premises shall be classified into three groups based on the average number of rakes dealt at the terminal. Rakes are handled at a Terminal for Loading/Un loadi ng/Backloading/Reboo king/Examination etc. It is to be clarified whether all these handling shall be considered for the above calculations or some specific handling shall be considered and the formula of the same may be provided in terms of considering single operation or double operation for a single handling. Clarification For the purpose of classification, railway rakes and rakes under GPWIS, L WIS, SFTO, LSFTO and AFTO schemes, when handled at a railway terminal will be counted as follows- o rake loaded - one rake o rake unloaded - one rake o double operation (unloading followed by loading) - two rakes In case of piecemeal loading, two point rake and multipoint rake, the number of rake = number of wagons/total wagons in standard rake size, rounded off to one decimal place. Container rakes handled at Container Rail Terminal(CRT) will be counted as per Board's letter No.TC-I/2020/302/1 (3314290) dt.26.02.2024 (copy enclosed). In case of rebooking, diversion and examination, such rakes will not be counted as there is no loading or unloading activity. 2 Whether system shall automatically calculate the Group based on the handling (formula provided by you) and automatically populate the Station Group Master Database based on the same or any user confirmation is required before finalizing the same? Classification will be done solely through the system without requiring any confirmation from concerned railway authority. 3 How system shall identify if a Railway Premise is under midterm revision so that its automatic classification through system may be stopped? What shall be the process of the same? Mid-term revision will be done by the Zonal Railway as mentioned in the Board's letter and the same will be advised to FOIS for updating in the system. The guidelines for classification of goods shed/station under wharfage rule are prescribed vide Para 2.0 of Chapter-II of the circular under reference (i). With regard to Container Rail Terminal (CRT), the relevant guidelines are prescribed vide Para 4.7 of circular under reference (ii).
