(ii) NFR's letter No.NFR-HQ0COMM(GC/12/2023 (113895) dt.25.09.2023 Please refer to NFR's letter under reference seeking certain clarification regarding name of destination station of Bangladesh Railway to be captured in FOIS, levy of Terminal Charge and Stacking Charge at Nischintapur in case of Bangladesh traffic.

The matter has been examined and following guidelines are issued for Bangladesh Traffic moving through Nischintapur - Indent for Bangladesh Traffic will be placed in e-RD module of FOIS by submitting Letter of Credit as per extant guidelines.

b.

For booking of traffic from any terminal of Indian Railways (IR) towards Bangladesh Railway (BR) via Nischintapur, indent will be placed at such terminal. In order to distinguish between the traffic to be unloaded and taken delivery of the same at Nischintapur from the traffic intended for Bangladesh, the latter will be booked with suffix dump' to the name of Nischintapur ie. 'Nischintapur Dump'. Physical delivery of such traffic will not be permitted at Nischintapur. Railway Receipt(RR) will be prepared on prepaid basis upto Nischintapur Dump.

The Freight for such RR will be calculated by adding the distance up to the border, as per MOU. No separate indent for the remaining portion of the transit over Bangladesh Railway will be placed. RR will be prepared on to-pay basis for the remaining portion of the transit over BR mentioning that all charges from Border to destination terminal over BR should be realized by BR.

c.

For traffic originating from Nischintapur towards BR, indent will be placed at Nischintapur.

RR will be prepared on prepaid basis for the distance between Nischintapur Dump to the border. For the remaining portion of the transit over BR, RR will be prepared on to-pay basis mentioning that all charges from Border to destination terminal over BR should be realized by BR.

d.

For traffic incoming from Bangladesh for any terminal of IR, indent will be placed at Nischintapur mentioning the name of IR terminal; RR will be prepared on prepaid basis at Nischintapur by adding the distance from the border to Nischintapur Dump.

For traffic incoming from Bangladesh destination of which is Nischintapur, freight for the distance from border to Nischintapur Dump and other charges, if any, will be raised at and realised by NFR at Nischintapur, as per extant guidelines.

IR rake will be deemed to be placed for loading/unloading only when both IR rake and BR rake positioned simultaneously for placement. NFR will plan and place the corresponding BR rake as soon as IR rake is placed at Nischintapur Dump.

g. Demurrage will be levied on IR rake, if detained beyond prescribed free time at Nischintapur, after simultaneous placement of the rake of both IR and BR for facilitating loading/unloading.

h In case consignment remains to be loaded/unloaded for want of subsequent rake, the time gap till placement of the subsequent rake will be treated as dies non, No demurrage will be leviable for this dies non period.

i In case consignment has to be stacked at ground, due to corresponding BR rake (or vice versa) not being available or due to any other reason, no wharfage charge will be leviable.

Terminal Charge/Terminal Access Charge will not be levied for handling of consignment at Nischintapur for through traffic from/o Bangladesh. However, it will be levied on consignment originating or terminating at Nischintapur.

k. Transhipment of consignment will be at the cost of customer. No dump/stacking charge is leviable.
