3fmf -tH4iF< GOVERNMENT OF INDIA ti>r'1:iifol.q MINISTRY OF RAILWAYS ~~RAILWAY BOARD) No.TC-I/2022/20l/efile/3(3403201) New Delhi, Dt.06.07.2023 General Manager CR, ER, ECoR, Sub: Additional free time to Ports Ref: Rates Circular No.63 of2006 Reference has been received regarding revision in free time applicable to ports keeping in view the improvement in handling system at ports.

In terms of Board's circular under reference, Zonal Railways are empowered to fix free time on the basis of time & motion study as under- " ..... excluding time for train examination, if so mandated, the total free time inclusive of shunting etc. are fixed on the basis of Time & Motion study However, such total free time should not exceed 15 (fifteen) hours for single operation and 24 (twenty four) hours for double operation. These instructions are applicable in the case of North holding yard of Vizag Port, Inner Harbour Chennai Port, Kolkata Port, Paradip Port, Mumbai Port, Mormugao Port and Haldia Dock Complex. The existing free time, wherever less, like 8 hours 30 minutes (excluding 1 hour bunching allowance) in case of Ore Exchange yard of Vizag Port and 10 hours (excluding 3 · hours bunching allowance) in case of Outer Harbour Chennai Port(ore traffic) will remain unchanged" Zonal Railways were requested to conduct time & motion study. From the reports, it is seen that Railways have recommended revision in the free time with respect to the ports falling in their jurisdiction. SWR has advised that they have revised the free time in case of Mormugao Port from O 1.06.2023.

As the power for revision is vested with Zonal Railways, it is hereby advised that a regular review may be conducted with regard to permitted free time in respect of ports, duly keeping in view the extant guidelines.
