(ii) D.O. letter No.TC-I/2021/201/efile/2(3346322) dt.20.4.2022 
Please refer to D.O. letter under reference (ii) wherein inter-alia mentioning that 
coal loading terminals and power houses are taking more time than permitted free time, 
zonal railways have been advised to make use of provision of Penal Demurrage to check 
excessive congestion. 
Since levy of Penal Demurrage are in continuity, their review may be taken in the 
light of extant guidelines.
