Please refer to WR's letter No.C61 l/3 Vol.XIII dated 23.12.2021 offering certain 
suggestions on the above mentioned subject. 
The matter has been examined and item-wise remarks are given below: 
Railway's suggestion 
Remarks 
(in brief) 
(i) 
To reduce the rate of Punitive Customers are expected to load as per permitted 
Charge for overloading 
limits. Overloading endangers safety; therefore, 
stringent rules are prescribed for levy of 
Punitive Charge to check the menace of 
overloading. Extant rules holds good and no 
change is envisaged at present. 
(ii) 
To consider 'E-way bill weight' as Extant guidelines regarding weighment of 
the basis for preparation of Railway wagons/rake holds good and no change lS 
Receipt 
envisaged at present. 
(iii) To permit weighment of wagons 
after load adjustment and to 
consider such weighrnent for 
charging purpose. 
(iv) To revise the speed limit of loco As per Mechanical Dte.(Railway Board)'s 
while weighment on EIMWB from letter 
No.92/Dev.Cell/IDEI/2 
Vol 
15 Kmph to 8 Kmph. 
dt.06.08.2004- "the weighbridge in-charge 
shall ensure that weighment readings are 
recorded 
at

To consider actual tare weight of Designed Tare Weight of a wagon is taken into 
wagon in place of designed tare 
consideration for fixation of Permissible 
weight 
Carrying Capacity of any wagon and also for 
determining overloading 
Ill wagons. This 
concept has been adopted on the basis of 
recommendation nf the committee of Executive 
Directors and approval of Board.

WR in its letter has mentioned that " ... weighbridge is not installed at goods shed where 
loose commodities are dealt with ... " In this regard reference is invited to Board's Circular under 
reference (i) wherein it is stipulated - 
"All traffic loaded from any terminals are required to be weighed at weighbridges 
invariably. PCCM of 
Zonal Railways will monitor strict compliance of 
extant instructions 
regarding weighment of wagons.PCOM of each Railway will notify the Associate 
weighbridge(s) at which rakes loaded at each loading point for each stream are required to 
be weighed 
Approval of 
the PCOM of 
the concerned Zonal Railway should be 
taken if the Associate weighbridge lies in other Zonal Railway ....... PCOM of 
each Railway 
will also notify Alternate Associate Weighbridge where weighment will be done if the 
Associate weighbridge is defective ....... Approval of 
the fCOM of 
the concerned Zonal 
Railway should be taken if the Alternate Associate weighbridge lies in other Zonal 
Railway." 
WR is requested to ensure strict compliance of extant guidelines.
