Chief Commercial Manager All Zonal Railways Sub: Counting of container rake for the purpose of classification of Railway Premises Ref: (i) Rates Master Circular/Demurrage-Wharfage-Waiver/2016//0 (ii)Corrigendum No.49 to Rates Master Circular/CRT-CCR-Hub&Spoke/2015/0 (iii) Board's letter No.TC-I/2019/201/6-Part(3)(3329 l 3 l) dt.28.08.2023 One of the Zonal Railways has sought clarification for counting number of container rakes for the purpose of classification of Railway premises (Goods Sheds, stations etc.). The guidelines for classification of goods shed/station under wharfage rule are prescribed vide Para 2.0 of Chapter-II of the circular under reference (i). With regard to Container Rail Terminal (CRT), the relevant guidelines are prescribed vide Para 4.7 of circular under reference (ii). Guidelines for system based classification of railway premises are prescribed vide Board's letter under reference (iii) The matter has been examined and it is to clarify that methodology for counting of container rakes for the purpose of classification of railway premises will be as under: Tvne of handling of container rake at CRT Number of rake to be counted Loaded rake in and empty flats" out One Empty flats* in and loaded rake out One Loaded rake in and loaded rake out Two Chassis stuffing & de stuffing of rake Two Partially loaded in and partially loaded out and vice versa Two Partially loaded in and fully loaded out Two Fully loaded in and partially loaded out Two .. *Empty flats mean wagons not loaded with either empty containeris) or filled containerts). Rake containing flat wagons loaded with empty container or filled container shall be considered as loaded rake for purpose of counting. The aforesaid methodology will be followed for counting of container rake(s) at the time of review of classification ofrailway premises. This issues in consultation with Traffic Transportation directorate and with the concurrence of Finance Directorate of Ministry of Railways.
