Sub:Free time for loading/unloading of Hopper wagons when supplied in place of
Open wagons
Ref: Corrigendum No .4 2 of Rates Master Circular/DemmTage- Wharfage-Waiver/2016/0
Please refer to Board's circular under reference stipulating that whenever a customer places
an indent for Open wagons and due to non availability of Open wagons, if Hopper wagons(e.g. BOBY,
BOBR, BOBS, BOBYN, BOBRN etc.) are supplied against such indent, then free time as prescribed for
Open wagons will be applicable, irrespective of the commodity handled. However, in case Hopper
wagons are handled on hopper system, then free time as prescribed for Hopper wagons will be
applicable. These guidelines are valid upto 31.12.2023.
The matter has been examined and it has been decided to extend the validity of aforesaid
guidelines beyond 31.12.2023 till 31.12.2024.
Zonal Railways may conduct time & motion study and furnish their report/recommendation
after six months.
This issues in consultation with Traffic Transportation Directorate and with the concurrence of
Finance Directorate of Railway Board.
