Ref: (i) ECR's letter No.ECR/CRM/FMS/Misc/04 dt.11.12.2023

(ii) Corrigendum No.02 dt.07.11.2017 & Corrigendum No.40 dt.27.03.2023 to Rates Master Circular/Demurrage- Wharfage-Waiver/2016/0 Please refer to ECR's letter No.ECR/CRM/FMS/Misc/04 dt.11.12.2023 vide which Railway has referred to Board's circular under reference (ii) delegating power to zonal railway for reducing free time for loading from 5 hours to 3 hours at goods sheds/sidings where two or more rakes of coal and/or iron ore rake are loaded from a single line. Railway has sought clarification whether zonal railway can restore normal free time at goods shed/siding where loading from single line is less than two rakes per day.

The matter has been examined in consultation with Traffic Transportation and Finance Directorates of Railway Board. It is to state that the power vested with zonal railways vide Board's circular under reference (ii) for reduction of free time implies that the power is also vested to the concerned authority for its review as deemed fit. Zonal Railway may take action according! y.
