Sub: Free time for loading of bagged consignment in Open Wagons in the case of freight
terminals/sidings/goods sheds/steel plants worked on Engine-on-Load basis
Ref: Rates Master Circular/Demurrage-Wharfage-Waiver/2016/0

Please refer to Para 2.5 of Chapter-I of Rates Master Circular under reference regarding

free time for loading/unloading of wagonsin the case of freight terminals/sidings/goods
sheds/steel plants worked on Engine-on-Load basis.

The matter has been reviewed and it has been decided to increase the free time for loading
of bagged consignment in open wagons (BOX/BOXN etc.) in the case of freight

terminals/sidings/goods sheds/steel plants worked on Engine-on-Load basis from 3(three) hours
to 6(six) hours.

Accordingly, Para 2.5 of Chapter-I of Rates Master Circular under reference stands
modified. These guidelines will be implemented with effect from 01.10.2020 and will remain
valid for a period of six months i.e. upto 31.03.2021.

All other extant instructions hold goods.

This issues in consultation with Traffic Transportation directorate and with the concurrence
of Finance directorate of Ministry of Railways.
