Rates Circular No 29/2006 GOVERNMENT OF INDIA/BHARAT SARKAR MINISTRY OF RAILWAYS/RAIL MANTRALAYA (RAILWAY BOARD) No. TC-1/94/114/1 pt. New Delhi 07-4-2006 The General Managers, All Indian Railways Sub: Uniform working hours and Business hours Goods sheds and Sidings-Incentive for extended working hours and immediate removal goods. Ref. Board’s letters No. TC-1/94/114/1 dated 11.10.04 (Rates circular No. 40/2004) & 05.11.2004 **** In terms of Board’s letter referred above, instructions were issued to adopt uniform working hours and business hours from 06.00 hrs to 22.00 hrs for all Goods sheds and sidings on all Zonal Railways and Railways were empowered to extend the working hours beyond 22.00 hrs to get the rakes released expeditiously. It was also decided to reckon only 50% of the time taken between 22.00 hrs to 06.00 hrs for calculation of free time for loading, unloading or removal of consignments from the railway premises as an incentive for consignors/consignees to release the rakes during the extended night hours beyond 22.00 hours. The matter has been reviewed in Board’s office and it has been decided that the above incentive of reckoning only 50% of the time taken between 22.00 hrs to 06.00 hrs for calculation of free time will NOT be available to the followings: (a) Private assisted sidings. (b) Customers who opt Terminal incentive cum Engine on load (TIELS) scheme at Goods sheds. The incentive would continue to be available to the remaining customers at Goods sheds. This issues with the approval of Traffic and Finance Directorates in the Ministry of Railways. Necessary instructions may please be issued to all concerned and acknowledge receipt of this letter.
